Social Services Division Director Forsyth County – 3.4 Winston-Salem, NC Job Details Full-time $80,995.20 – $93,144.48 a year 22 hours ago Qualifications Master of Social Work 6 years Social work Master’s degree Driver’s License Supervising experience Bachelor’s degree Social Work Senior level Full Job Description General Statement of Duties The Forsyth County Department of Social Services is seeking to hire a Division Director of Family & Children’s Services Division to provide strategic child welfare leadership and management. Distinguishing Features The Division currently consists of over 140 staff, delivering mandated child welfare services in the areas of child protective services, in home services, foster care, adoption, and supportive services. The Division provides protections services to over 400 families monthly, 65-100 families monthly with documented abuse/neglect issues, and approximately 250 youth in foster care, in the custody of Forsyth County. A leader of this division is essential to ensure the safety of children residing in Forsyth county, oversee compliance implementation of statutorily mandated protection services and faster care/adoptions. This position is office based and may qualify for partial remote work after probationary period is completed. This position will require a valid NC driver’s license and occasional out of town travel. Minimum Education and Experience Graduation from college with a four-year degree in a human services field or related curriculum including at least 15 semester hours in courses related to social work or counseling and six years of social work or counseling experience, two of which was in a supervisory capacity. A higher education level may be considered as a substitution for all or part of the experience requirement. A four-year degree outside of the relevant academic field plus additional years of relevant experience may also be considered.
Department Hiring Preferences:
Master’s degree in Social Work. Valid Driver’s License required as this position requires frequent driving. This position requires driving as travel is required to community meetings, state and regional meetings, and to various County buildings as needed. Essential Duties and Responsibilities Planning Responsible for planning, setting short/long range goals and for implementation of strategic planning process within Division Responsible for planning for organizational changes within the Division to ensure there are adequate and effective resources to meet the needs Conducts analysis and initiates interface with community and State resources to plan for effective program service development. Serve on state and local planning groups. Personnel Management Coordinates hiring process of subordinates, as well as procuring and oversight of subsequent training. Reviews allocation and utilization of staff to ensure adequate resources with the respective Division Collaborate with staff to identify needs and/or concerns and developing means for improvement Monitors disciplinary procedures conducted in the division through review of written materials, discussion with supervisors and Program Managers in coordination with Human Resources and Administration. Conducts performance evaluations on staff that report directly to the Division Director and to review all those submitted by Program Managers and Supervisors for staff that perform at or above standard. Financial Management Planning and Submission of budget information for the respective Division. Information includes but not limited to projected expenditures for foster care payments/contracts, Adoptions Assistance, training, equipment and personnel needs. Collaborating with Director, Deputy Director, Business Manager, County Budget Analyst and others to prepare budget information. Work with Contracts Manager and Business Manager to develop contracts with various vendors to provide needed services and to assist with monitoring existing contracts for quality and fiscal accuracy. Responsible for maintaining all operations within the approved budget. Ensures staff within the Division utilizes all available MIS, i.e. Focus and Daysheets to ensure all funding is maximized. Monitor the use of additional resources available through grants, awards, gifts Review & Evaluation Responsible for reviewing and evaluating the work of Program Managers/ Supervisors though regular conferences and group and Division meetings. Conducts program evaluations throughout the Division to assess program functioning and effectiveness. Responsible for ongoing review and interpretation of NC General Statutes, NC Child Welfare Services policies and standards, and Federal law and policy relevant to the provision of Child Welfare Services and updating internal policies to reflect policy compliance. Collaboration & Consultation Involved in the coordination of agency and community services and the development of resources to provide the most effective method of serving families in the community. Establish and maintain relationships with other community agencies and organizations to facilitate services to client population. Serve as liaison with community agencies and programs to participate in planning and implementation of new programs and develop strong partnerships with DSS Serves on agency/state committees to keep current on policy and resources changes. Plans and Consults with the County Attorney on liability issues, Juvenile Court concerns, and at times specific cases. Professional Development Seek and utilize opportunities to receive instruction in related areas to broaden knowledge and understanding of child and family services. Organize division and oversee program meetings to ensure staff stay abreast of division policies, child welfare policy and mandates, and new community resources.
