OVERVIEW & PURPOSE
The Public Safety Director, under the general supervision of a Deputy County Manager, oversees and manages the day-to-day operations of the County’s public safety departments including Animal Services, Emergency Medical Services (EMS), Emergency Communications (ECOM/911), Emergency Management (EM), Fire Marshal’s Office and Volunteer Fire and Rescue Services.
ESSENTIAL FUNCTIONS
Plans, directs, manages and oversees public safety activities and operations including direct supervision of assigned personnel. Ensures adequate oversight of public safety operations. Ensures that public safety departments work collaboratively, optimizing resource allocations. Develops and enforces departmental policies, rules, regulations, procedures, and employee related functions. Provides for the selection, training, guiding, professional development and performance evaluation of staff. Provides staff support to various committees or commissions as assigned. Confers with and represents public safety departments and the County in meetings with schools, various governmental agencies, community groups and community-based organizations. Prepares and presents reports and special presentations. Provides leadership, coordination and direction in the county-wide emergency preparedness and civil defense action planning and training. Ensures compliance with all local, state and federal emergency management guidelines and regulations. Receives, investigates, responds to, and resolves citizen complaints and concerns regarding Public Safety Departments; Plans, organizes, and develops, in a cooperative manner, fire prevention, investigation, inspection activities, and department services.

KNOWLEDGE, SKILLS, & ABILITIES
Considerable knowledge of the application of information technology to telecommunications. Considerable knowledge of the organization’s personnel, purchasing and budgeting policies and procedures and grant requirements of granting organizations. Some knowledge of legal issues in supervision including hiring, discipline, work hours, etc. Some knowledge of Emergency Management practices and Incident Command. Some knowledge of the Emergency Medical System (EMS) and how it impacts first responders. Demonstrated skill in collaborative conflict resolution. Ability to interpret, explain, and apply a wide variety of policies, procedures, and regulations. Ability to prepare reports and make effective public presentations. Must have thorough knowledge of principles and practices applied in a public safety communications agency. Must have thorough knowledge of applicable regulatory requirements and guidelines. Must be familiar with critical systems and technology necessary to provide 9-1-1 services. Must be able to effectively lead a goal-oriented team. Must be able to communicate effectively orally and in writing. Ability to react quickly, effectively, and professionally in emergency situations. Ability to use sound judgement and determine the best options and decisions for handling emergency matters involving protecting property and saving lives. Ability to establish and maintain effective positive working relationships with law enforcement agencies, volunteer fire services, public officials, rescue squads, hospitals, schools, and the public.

“: Graduation from an accredited College or University with a Degree in Criminal Justice, Fire Science, Public Administration, Emergency Services, or related field with at least ten (10) years of progressively responsible experience in public safety leadership or an equivalent combination of education and experience.

“: Possession of a valid North Carolina Driver’s License. This position is designated as an authorized Motor Vehicle Operator for Iredell County and requires adherence to the Iredell County Vehicle Operations Policy. “

QUALIFICATIONS
Although not required, highly qualified candidates may possess:
- Certification as a Law Enforcement Officer.
- Certification as a North Carolina Firefighter and Rescue Technician.
- Certification as a Communications Center Manager.
- Credentialed as an EMT/Paramedic.
