Position Overview:
Director of Local Housing Programs
ing to the Chief Operating Officer, the Director of Local Housing Programs is responsible for providing leadership, support and guidance to the Mecklenburg County housing recruitment, placement, and retention team, ensuring productivity and goal achievement. The Director of Local Housing Programs will gain/possess substantial knowledge of federal and local rental subsidy, affordable housing, and rapid rehousing programs, including screening criteria, approval processes, and documentation requirements.
The Director of Local Housing Programs should be able to identify and implement workflow improvements that will result in increased housing placements; consult and understand each funding source’s Policies and Procedures; be able to gather and present program data to agency leadership and stakeholders; and oversee quality assurance of all client files to ensurepliance. The Director of Local Housing Programs will directly supervise up to 5 housing placement and recruitment managers, each managing teams of up to 4 people.
Primary Responsibilities
Responsibilities include staying abreast of Housing Collaborative’s programs; and constant interaction with colleagues, clients, partner agencies, property providers, and funders.
Responsibilities also include but are not limited to the following:
Maintain a thorough knowledge of Housing Collaborative’s service areas;
Lead, coach, develop, hold accountable, and retain a high-performing team offering housing recruitment and placement services across Mecklenburg County, in partnership with services and housing providers;
Represent Housing Collaborative in interactions with local partner agencies and funders;
Ensure data quality and timely reporting of program performance data;
Design, implement and produce reports and workflow systems to better optimize housing recruitment, placement, and retention program operations;
Review local requests for housing assistance payments submitted by team members, and approve or ask for additional documentation before submitting for payment;
Accountability to performance goals and measures as outlined in an annual workplan;
Maintain respectful, professional working relationships with partner agencies, housing providers, services providers, tenants, funders, and colleagues.
Qualifications
To excel in this position, the candidate should offer:
At least four years of significant experience operating housing assistance programs in a supervisory role;
Undergraduate degree preferred, but four years of additional relevant experience may be considered in lieu of a degree;
Familiarity with local and federal housing programs, rental subsidy requirements, fair housing, landlord-tenant laws, and programs to prevent and end homelessness;
Clear and empathetic written and verbalmunication that demonstrates quality customer service and attention to detail;
Productive time management skills; ability to prioritize tasks;
Willingness to collaborate with coworkers, partner agencies, and customers; and
Amitment to second chances, and to the mission and vision of Housing Collaborative.
Hours
This is a salaried position expected toplete 40 hours of work per week, typically between 9am and 5pm, Monday through Friday. Remote, hybrid and flexible schedules may be available at the discretion ofanizational leadership, dependent upon nature of position and job performance; however, trainings, meetings, and team-building opportunities are regularly scheduled to occur in-person for all staff.
