Job Description

Research land and properties providing guided tours. Provides information on labor supply, utilities and sites.

Researches grants and funding sources in conjunction with local government efforts to support infrastructure improvements and community development. Writes and contracts for grant procurement. Develops and closely monitors schedules related to grant administration and ensures reporting is timely and accurate.

Monitors site development and new construction work. Refers questions to appropriate professionals including engineers, attorneys, grantors, utility companies, etc.

Develops a network of contracts including the NC Department of Commerce, industrial developers, economic development organizations, community leaders, and representatives of business and industry. Represents Scotland County and Scotland County Economic Development Corporation (SCEDC) in a professional manner at all times.

Maintains contact with industries in the county regularly to stay abreast of their status, any potential for expansion, and assist with problems. Responds to requests from industries within the county.

Keeps current records on sites and buildings, and reports changes to the State industrial developers. Keeps files and statistics on labor wages, demographics, economic base, maps, profiles, utilities, retail sales, building permits, finances and schools. Collects demographic, geological, economic, and other related data about the County, maintaining a data base of county resources.

Prepares annual departmental budget recommendations including capital requests, personnel requests, and incentive projections.

Serves as President of the SCEDC and serves on additional community/economic boards as necessary.

Organizes meetings, prepares agenda packets, and presents at SCEDC meetings. Follows instruction provided by the SCEDC for project recruitment, development, spending.

As requested by the SCEDC Board, coordinates and plans public meetings with County Officials, City Officials, State EDC, etc.

Presents information to the Scotland County Board of Commissioners and Laurinburg City Council upon request and when required for SCEDC business. Makes presentations to the Boards on infrastructure expansion. Makes recommendations for incoming industry incentives.

Works with the SCEDC and County attorneys to prepare all legal documents, lease agreements, incentive agreements and review contractual obligations.

Reports to the County Manager and the SCEDC Chair concerns, problems, or items needing clarification.

Develops marketing tools for the economic development of the City and County including brochures, flyers, booklets, ads, etc.## Typical QualificationsGraduation from a four year college or university with a degree in business, planning, economics, or related field supplemented by training in economic development and considerable professional experience in industrial or economic development; or an equivalent combination of education and experience.
