The position is designated Statutory Exempt and is exempt from the State Human Resources Act. This position may be eligible for hybrid remote work in accordance with state policy and the agency’s remote work program but does require weekly onsite work. In this pivotal role, you will advise the Deputy Chief Financial Officer (DCFO) on fiscal matters, shape financial policies, and oversee key financial operations. Your expertise will drive the agency’s financial integrity and efficiency, ensuring compliance with governmental standards and optimizing financial processes. About the Role As the Controller, you will be instrumental in guiding the agency’s financial direction. You’ll manage the General Accounting function, Accounts Payable, Cash Management, and Financial Reporting. Your responsibilities will include preparing the Annual Comprehensive Financial Report (ACFR), ensuring compliance with the Governmental Accounting Standards Board (GASB) codes, and maintaining robust internal controls. This role demands a proactive leader capable of analyzing current procedures and implementing strategic improvements to enhance program efficiency. About the Division The IT Finance Division provides comprehensive financial services to NCDIT and related advisory services to the State’s IT community. Critical responsibilities include, but are not limited to, financial risk management, internal and external financial reporting, accounting, departmental procurement, budget development and execution, partnership with internal and external constituents, and support/planning for public-sector IT in North Carolina.

IT Finance includes three sections:

IT Finance Administration, IT Financial Planning and Analysis, and IT Accounting and Division Support. The Division is led by the Chief Financial Officer. The Controller will directly report to the Deputy Chief Financial Officer. This position includes 3 direct and 10 indirect reports. About the Organization The N.C. Knowledge, Skills and Abilities / Competencies To qualify for this position, applicants must document on the application that they possess ALL of the following: Experience in governmental accounting and/or financial management Demonstrated expertise in GASB standards Experience in preparation of an ACFR Experience in governmental financial systems such as NCFS or NCAS The following Management Preferences are not required, but applicants that possess these skills are preferred: CPA certification Minimum Education and Experience Requirements Some state job postings say you can qualify by an ‘equivalent combination of education and experience.’ If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Bachelor’s degree in accounting, and six years of professional accounting experience in the preparation and review of interpretive or analytical accounting/financial statements, and reports; of which at least two is supervisory OR A degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and six years of professional accounting experience in the preparation and review of interpretive or analytical accounting/financial statements, and reports; of which at least two is supervisory; or equivalent combination of education and experience. Some positions may require certification as a Public Accountant.
