This position reports directly to the DCDEE Section Chief of Budget & Contracts. The primary purpose of this position is to Lead and manage all budget functions for the Division. This work includes complex budget forecasting, in-depth trend analysis and comprehensive financial accounting activities that will direct the application of solid accounting principles and practices in the daily operations. It manages the budget to ensure the availability of funding for requirements and that the budget is in compliance with state fiscal rules and policies.
Managerial oversight and approval for all purchase orders and e-procurements and is the primary liaison for both with the Office of the State Auditor and Office of the Internal Auditor regarding budget and fiscal matters. Responsible for managing, analyzing, and providing budgeting and financial accountability for division and with the assistance of the DCDEE Section Chief of Budget & Contracts, troubleshooting complex issues that will include strict interpretation of all Federal/State regulations, Generally Accepted Accounting Principles (GAAP), OSBM policies, DHHS Office of the Controller procedures and protocols while working with numerous managers and program directors and their staff to appropriately administer grant resources and ensure strict compliance with all Federal and State grantee requirements. Works with Budget and Analysis which is part of DHHS Office of the Secretary projections, problem solving, assuring payment and making sure resources are used to benefit of Division’s scope of work through an accountable and transparent process.
Possess the ability to independently evaluate and respond to requests for technical consultation and a variety of complex business, accounting, procurement, and audit/monitoring subjects. This position requires initiative and the ability to manage staff to coordinate a variety of tasks with competing deadlines simultaneously. Consults with and advises Division and Department executive staff regarding inquiries, procedures and protocols related to resource utilization for all Division funds and cost centers and provides technical accounting and budgeting assistance to these positions while ensuring fiscal soundness and integrity.

Minimum Education and Experience Requirements
Bachelor s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and three years of progressive related experience, two years of which should be in a supervisory role, or an equivalent combination of education and experience.
