The Finance Director has the opportunity to work in this growing Town with AAA bond ratings and excellent stewardship of tax dollars. The Town is a fiscally responsible and well-managed government with an
FY 25-26
budget of over $237 million. Reporting to the Deputy Town Manager, the Director will oversee 23.25 FTEs. This leadership role is critical in maintaining the organization’s fiscal integrity and ensuring long-term financial stability. The Finance Director is responsible for offering strategic financial guidance to the governing body, executive leadership, and department heads, and aligning financial operations with the Town’s overall goals. The Director oversees the development of accurate fiscal records and financial systems and manages complex governmental finance and accounting functions to support the municipality’s financial health. The Finance Director oversees the receipt of tax revenues and the collection of fees and other revenues in accordance with applicable laws and regulations, ensuring accuracy and compliance. In addition to managing the investment of public funds and maintaining relationships with banking and investment service providers, the Director is responsible for the integrity and oversight of the municipality’s centralized financial and procurement systems. The Finance Department, under the Director’s leadership, is also responsible for key operational functions including accounts payable, financial reporting, payroll, purchasing, and utility billing. These responsibilities are essential to maintaining comprehensive and transparent financial records and supporting the municipality’s overall fiscal health. Priorities Strengthen the internal infrastructure to keep pace with the Town’s rapid growth and development. Oversee the integration and evaluation of financial and operational software systems. Collaborate with departments to ensure timely grant reporting and provide guidance on grant management practices. Lead financial planning and prepare for future bond issuances to support upcoming capital initiatives, including electric and water and sewer infrastructure. Foster collaboration between the Budget, IT, HR, and Finance departments, understanding their distinct roles and how they can work together to support all municipal departments effectively. The ideal candidate will cultivate a unified and high-performing team atmosphere, highlighting the significance of delivering exceptional, consistent, and prompt customer service both internally and externally. They will help the team understand the critical role they play in delivering accurate and timely information, particularly in areas such as utility billing. A strong grasp of North Carolina finance law is essential, including the ability to navigate and explain complex scenarios within departmental and capital project budgets. Qualifications Minimum requirements include any combination of education and experience equivalent to a bachelor’s degree in accounting or business, with five or more years of experience in public finance administration with increasing supervisory responsibility. Preferred qualifications include a master’s degree, certified public accountant (CPA) and/or certified Local Government Finance Officer.
