Zip Code 12237 The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Director of the Fiscal Management Group serves as the Finance Director for the Department of Health. In this role, they provide overall policy direction and coordination for the central budgeting, procurement, revenue and accounts receivable, accounts payable, grant awards, and cost allocation of the Department. These functions are carried out through four bureaus: the Bureau of Accounts Management, the Bureau of Budget Management, the Bureau of Contracts, and the Medicaid Financial Management Unit – comprised of approximately 120 staff. The director leads these bureaus and units in serving as the Department’s primary liaison with the Division of the Budget (DOB), the Office of the State Comptroller (OSC), the Office of General Services Business Services Center (BSC), and Federal cognizant agencies.
Specific scope of responsibilities includes:
- Advise Department management in developing fiscal policy, improving fiscal reporting, and improving programs’ cost effectiveness.
- Develop and direct a comprehensive internal accounting and reporting system with expenditure controls.
- Coordinate the preparation of fiscal projections for internal program analysis and DOB.
- Coordinate and support the Department’s responses to the annual budget request, Executive Budget development, enacted budget negotiations, and enacted budget implementation.
- Act as the authorizing official for Federal grant applications and reporting for all Federal cognizant agencies (Department of Health and Human Services (HHS), Centers for Medicare and Medicaid Services (CMS), Centers for Disease Control and Prevention (CDC), Department of Homeland Security (DHS), and others).
- Coordinate banking and accounting security and administration.
- Coordinate technical assistance for procurement and contract administration.
- Review and respond to requests for information from legislative fiscal committees, OSC and other entities.
- Communicate with OSC and OGS regarding procurement policy issues.
- Compile financial data for quarterly federal expenditure reports.
- Direct and coordinate business administration activities.
- Direct financial activities related to the Medicaid program, including calculating funding for the weekly Medicaid cycle, administering Medicaid escrow accounts, and accounting for various Medicaid receivables.
- Record and reimburse Medicaid claims received from other state agencies.
- Administer capital and program contracts as needed.
The minimum qualifications required for this vacancy. Minimum Qualifications Current NYS Department of Health employee with one year or more of permanent or contingent-permanent, competitive service as a Director of Financial Administration 5 (M5).
Preferred Qualifications:
Experience in accounting management, budgeting management, or procurement and contract management for Medicaid or other public health programs coupled with familiarity with appropriate federal financial institutions, New York State Finance Law provisions, Generally Accepted Account Principles (GAAP), and Governmental Accounting Standards Board (GASB); Extensive experience working directly with the Division of the Budget, Office of the State Comptroller, Business Services Center, and Statewide Financial System; Ability to work under high pressure and manage multiple priorities; Excellent writing, communication, and organizational skills.
