Duties Description The Municipal Services Division (MSD) provides technical advice and assistance to 95 local civil service agencies on the full range of civil service activities as required by Civil Service Law. Division staff also support the Commission in its review of local rulemaking proposals and analysis of section 211 waiver requests. This position will play an important role in working with local civil service agencies throughout New York State as they strive to hire more public servants into key roles in local government. The Manager Municipal Assistance duties in MSD will include but are not limited to the following:
- Develops and maintains effective working relationships with agencies, Department staff, and entities such as the New York State Association of Personnel and Civil Service Officers.
- Manages the day-to-day activities of the MSD and assists the head of the Division in developing and implementing policies and programs such as the Civil Service Institute, Annual Training Conference, Reviews of Agency Operations, etc.
- Ensures the analysis of items for review and approval by the State Civil Service Commission from local civil service agencies on a variety of issues is performed accurately and timely.
- Ensures the delivery of technical assistance and training to local civil service agencies by Division staff.
- Responds to questions from members of the Civil Service Commission, elected officials, local agencies, and the public about all areas of civil service administration.
- Ensures reports on the operations and achievements of the Division are prepared for Department leadership.
- Strengthens the operations of the Division by providing staff development, training, and supervisory systems that support a culture focused on positive relationships and high performance. Models this behavior and assists other supervisors to do the same.
- Oversees the development, enhancement, and maintenance of the Division’s automated systems.
- Provides consistent, detail-oriented, professional work products delivered within established time frames.
- Attends meetings with local agencies and other stakeholders as needed.
- Assists with the tracking of progress of assignments, execution of projects, and completion of deliverables. Provides support to staff to meet deadlines and manage their workloads.
- Reviews State rules and legislation affecting Department and municipal merit system administration activities and prepares comments.
- Represents the Division and Department at meetings, conferences, seminars, and other events related to the Department’s activities.

Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a Manager, Municipal Assistance if less than one year, you must be currently reachable on the Manager, Municipal Assistance eligible list for the Albany location if one exists. 52.6 TRANSFER
QUALIFICATIONS
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 63 or higher eligible for transfer and determined to be administrative by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title requires special qualifications for 52.6 or 70.1 transfer as detailed above.
NON COMPETITVE PROMOTON
(NCP)
QUALIFICATIONS
The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination. PROVISIONAL QUALIFICATIONS
Since there is no current eligible list for the Manager Municipal Assistance the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Manager Municipal Assistance exam and be reachable for appointment from the newly established eligible list. The minimum qualifications for Provisional appointment are: One year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 4 (Municipal Assistance). SUBSEQUENT 55B/C QUALIFICATIONS
