The Program Manager provides leadership, direct involvement and oversight of targeted services and field supervision that promotes program services and supports customers in gaining and sustaining housing and related support services. Assists in the writing of RFP’s/grants and the eventual development and implementation of the awarded contracts.   • Responsible for new employee recruitment, orientation, and training.
  • Provides staff supervision and development, including timely performance reviews.
  • Oversees the development and progress of performance-based outcomes, per funding and contracts requirements.
  • Complete reports, audits and other documentation required to meet compliance expectations.
  • Provides on-call support for consultation and incident management.
  • Oversee completion of all incident reports and review management of each occurrence and report the resolution in a timely manner.
  • Participates on the Agency Management Team and other Agency committees and work groups as needed and/or as assigned.
  • Manages staff time clock approval, PTO and staff schedules.
  • Manage petty cash account and purchase requisitions.
  • Oversees the housing related financial practices including but not limited to rental stipends, security deposit, moving expenses, etc., working closely with the Finance Office.
  • Manages the completion, audit, update and security of program records, case files, data collection, surveys and files reports in a timely manner, as required by the Agency and funders in collaboration with the Quality Assurance staff.
  • Complete monthly Board Reports and other reports to the Board as requested.
  • Participation in Coalitions/Committees/Task Forces in the community.
  • Stays proactive in identifying trends in mental health services and systems.
  • Identifies potential opportunities for growth via trends, pilots, grants, or other opportunities.
  • Active participation in system planning opportunities as supported by the agency.
  • Promotes and practices recovery-based technologies and approaches, including HUD coordinated entry strategies, housing first approaches, motivational interviewing, harm-reduction strategies, stages of change, WRAP planning, person-centeredness and psychiatric rehabilitation practices. Able to supervise staff in their understanding and skill development of these practices
  • Ability to engage with customers, demonstrating a genuine desire to support customers.
  • Provides training and supervision to student interns and volunteers.

Management Duties:
  • Cultivates a positive and supportive work environment focused on development as well as compliance with all program requirements.
  • Participates in the recruitment, orientation, and training of the staff assigned to the supportive housing programs.
  • Provides oversight and regular performance reviews of program staff. Responsible for holding staff accountable and properly documenting performance management.
  • Provides on-call support for consultation and incident management during service/program hours.
  • Participates in the Agency Management Team and other agency committees as assigned.
  • Conduct and oversee supervision all Housing Department staff.
  • Manages the completion, audit, update, and security of program records, case files, data collection, surveys, and file reports in a timely manner, as required by the agency.
  • Oversees the development and progress of performance-based outcomes annually.
  • Oversees the development and implementation of any plans of corrective action (POCAs).
  • Works with SPOA, Coordinated Entry, and HMIS; manages new referrals, monitors caseload, and roster assignments.
  • Promotes and practices recovery-based technologies and approaches, including motivational interviewing, harm-reduction strategies, stages of change, WRAP planning, person-centeredness and psychiatric rehabilitation practices. Is able to supervise staff in their understanding and skill development of these practices.
  • Oversee the scheduling of trainings for Resource Coordinators.
  • Oversee the supervision of students interning with Housing Solutions.
  • Manage and approve employee scheduling and time off requests; notify the Director of Homeless and Housing Services of short term and long term absences. Responsible for implementing all time off per the company policies.
  • Recommend employee actions (Meritorious increases, Deficient and/or probationary performance status, termination, etc.) to Director of Homeless and Housing Services.
  • Monitors the development and implementation of service plans that address housing needs, episodes of homelessness, service utilization, community integration, and other risk factors as identified through SPOA.
  • Oversees scheduling of classes and activities for customer interaction.
  • Links, negotiates, advocates, and serves as a liaison with community resources, landlords, collaterals, and service providers.
  • Completes other duties as assigned.
Programming:
  • Teach, promote, model, and ensure adherence to Agency Philosophy.
  • Accept program referrals and assign to Resource Coordinators or other staff as needed and appropriate.
  • Build and maintain good working relationships with funders, other service providers, agencies and landlords.
  • As part of the management team, design and implement innovative programs and services.
  • Coordinate community presentations/marketing efforts to inform, recruit and promote all programs.
  • Assessment of employee training needs.
  • Participate in, and assist in planning agency events and community events.
  • In conjunction with the management team, establish policies and procedures for each contract and program with the Director of Housing and Homeless Services and the Chief Operating Officer.
  • Develop and maintain paperwork as needed.
  • Monitoring Resource Coordinator’s interactions with customers, mediating miscommunication with regard to customers and providers, fielding questions or concerns by customers or providers.
  • Conduct regular staff meetings.

Skills & Qualifications Bachelor’s Degree in Psychology, Sociology, Social Work, or closely related human service discipline and one year of paid experience in mental health or chemical dependency services, with some supervisory experience. Current or former consumer of mental health and/or substance abuse services preferred. OR Associates degree in Psychology, Sociology, Social Work, or closely related human service discipline and two years of paid experience in mental health or chemical dependency services, with some supervisory experience. Current or former consumer of mental health and/or substance abuse services preferred. AND Must possess a valid New York State Driver’s License, must qualify as an approved RSI vehicle operator, and have regular access to a vehicle in good working condition.   • Ability to present to groups of all sizes, both for formal and informal presentations and meetings
  • Highly organized and able to track several items and report on them as needed.
  • Ability to use Microsoft Excel, preferred (or willingness to learn).
  • Excellent interpersonal skills with all stakeholders, including but not limited to members of leadership, coworkers, direct and indirect reports, peers, customers, funders, landlords, suppliers, vendors, etc.
  • Position may require unconventional hours when necessary (ex.

during audit season, for emergencies, etc.) Physical Demands This position involves periodic moving support for individuals. Ability to lift and carry is required.
