The Director of Evaluation will lead the development and implementation of a comprehensive evaluation strategy to measure and report the impact of StartCare’s services, programs, and initiatives. This strategic role, reporting to the Vice President of Research and Evaluation, collaborates with internal departments and external stakeholders to ensure that evaluation efforts are data-driven, meaningful, and aligned with StartCare’s mission. The Director will guide the execution of evaluation projects, support quality improvement, and drive the dissemination of impactful findings to internal and external audiences.
ESSENTIAL FUNCTIONS
Administrative Supervise and mentor Evaluation Unit staff, providing technical guidance and performance feedback. Oversee professional development and training of evaluation staff in research methodology, epidemiology, behavioral and physical health, clinical practice standards, and research ethics. Manage program budgets, ensuring alignment with financial constraints and organizational priorities. Collaborate across departments to support grant development, including writing evaluation sections and preparing relevant data reports. Support quality improvement efforts through data collection, analysis, and reporting to evaluate cost-effectiveness and scalability of interventions. Evaluation Planning and Data Collection Develop a strategic evaluation framework and build on existing tools to assess program impact and organizational performance. Guide departments in selecting metrics and benchmarks to improve services and outcomes. Collaborate with IT to ensure data accuracy and develop a quality assurance plan for program data sourced from electronic health records. Design and oversee implementation of evaluation initiatives such as participant experience surveys, needs assessments, and performance metrics. Data Monitoring, Reporting and Dissemination Lead the development of data collection and analysis plans for both qualitative and quantitative research. Oversee evaluation of quality-of-care indicators, population health trends, and program performance. Build and manage database systems in collaboration with IT to track outcomes. Produce regular performance reports and dashboards for StartCare leadership, including monthly reports for clinics and leadership teams. Partner with Communications, Strategy, and Program units to incorporate compelling data into key messages and marketing materials. Prepare abstracts, posters, and manuscripts, present findings at scientific, public health, and community forums.
REQUIRED QUALIFICATIONS
Master’s degree in public health, Epidemiology, Health Services Research, or a related field. Minimum of 3 years of relevant experience, including progressive experience in a leadership or supervisory role. Demonstrated experience designing and implementing evaluation frameworks in health or human service settings. Proficiency with data analysis, evaluation methods, and electronic health record systems. Strong communication and presentation skills, including experience disseminating findings to diverse audiences. Demonstrated ability to work collaboratively across departments and with external partners. Passion for advancing health equity and serving diverse communities impacted by substance use and behavioral health challenges.
