ROLE DESCRIPTION
The Program Manager
- Enhanced Social Services is a key leadership position responsible for the oversight, execution, and quality management of CABS Health Network’s Enhanced Services Department . This department includes two core program areas:
- Home Remediation Services (e.g., mold remediation, pest management, accessibility improvements, and tenancy support services), and
- Nutrition Services (e.
g., medically tailored meals, nutritional assessments, counseling). The Program Manager will supervise multidisciplinary staff and vendors, ensure program compliance, and operationalize the agency’s strategic goals for enhanced service delivery. This position reports directly to the Chief Executive Officer (CEO) in the interim and plays a vital role in ensuring effective service integration, regulatory alignment, and positive client outcomes.
RESPONSIBILITIES
Strategic & Operational Leadership Lead the development, implementation, and continuous improvement of enhanced service lines. Translate strategic directives from the CEO into actionable workflows and KPIs. Coordinate interdepartmentally to ensure seamless referral, intake, and follow-up processes. Program Oversight & Compliance Ensure all services meet city, state, and funder-specific regulatory requirements, including Medicaid and social care network program standards. Develop and enforce standard operating procedures, quality benchmarks, and audit protocols. Maintain accurate documentation, service logs, and outcome reports for internal and external stakeholders. Team Management & Vendor Coordination Directly supervise staff, including the Home Remediation Supervisor (home remediation) and Certified Nutritionist/Dietitian (nutrition services), and provide quite to the Housing and Nutrition Assistants Support recruitment, onboarding, coaching, and performance evaluation of team members. Manage and monitor third-party vendors and contractors to ensure timely, high-quality service delivery. Data, Reporting & Quality Improvement Track service utilization, program milestones, and compliance metrics. Generate monthly reports to the CEO summarizing performance, risks, and recommendations. Implement client satisfaction protocols and use feedback for service enhancement.
Required Qualifications:
Bachelor’s degree in Public Health, Social Work, Health Administration, or a related field (Master’s preferred) Minimum 5 years of experience in program or operations management in healthcare, housing, or social services Proven leadership in team supervision, vendor oversight, and regulatory compliance Strong project management and analytical skills Excellent interpersonal, verbal, and written communication abilities Familiarity with Medicaid, health equity initiatives, or housing remediation preferred Proficient in Microsoft Office and case management platforms
