As we expand our supportive housing and emergency shelter initiatives, we are seeking a highly experienced Supportive Housing Management Consultant to guide strategic development, operational readiness, regulatory compliance, and programmatic growth. This role is instrumental in aligning our housing programs with NYC Department of Homeless Services (DHS) and Human Resources Administration (HRA) priorities and standards. Role Overview The Supportive Housing Management Consultant will provide expert guidance on the operations and performance of housing and shelter programs, particularly those funded or regulated by DHS and HRA. The ideal candidate has senior-level experience in shelter and supportive housing management, either within city agencies or as a provider under DHS/HRA contracts. This is a hands-on consulting role supporting both immediate program execution and long-term strategic alignment. Key Responsibilities Provide expert advisory on shelter and supportive housing operations, including intake procedures, service delivery, compliance, and staffing models Guide responses to RFPs and city solicitations, ensuring program design aligns with DHS/HRA requirements and funding expectations Assess current and planned programs for performance, readiness, and regulatory alignment Support the development of workflows, performance benchmarks, and quality assurance protocols Lead the creation and refinement of policies and procedures consistent with NYC housing regulations and service standards Collaborate with organizational leadership to implement trauma-informed, culturally responsive, and equity-centered services Serve as a subject matter expert on DHS/HRA frameworks, performance metrics, and funding mechanisms Qualifications Minimum 7-10 years of senior-level experience in shelter or supportive housing management, or within

NYC DHS/HRA

Deep knowledge of DHS and HRA policies, program models, and performance measurement systems Demonstrated success in launching, scaling, or transforming housing/shelter programs Proven ability to develop and manage budgets, staffing structures, and operational plans Strong communication, strategic advisory, and project leadership skills Expertise in the NYC housing continuum, homelessness prevention strategies, and vulnerable population services Preferred Qualifications Former leadership role or consultancy experience with DHS/HRA or a major NYC shelter/housing provider Experience serving specialized populations, including families with children, single adults, individuals with mental health needs, substance use disorders (SUD), or justice-involved backgrounds Master’s degree in Social Work, Public Administration, Urban Planning, Human Services, or a related field
