Pennsylvania, PA Affordable Housing Centers of Pennsylvania (AHCOPA) is a HUD approved housing counseling organization whose mission is to increase and preserve homeownership opportunities for low and moderate-income households and communities of color through our various programs. Each year the organization serves over 3000 households in the Greater Philadelphia region and serves as a community leader supporting disadvantaged households access financial products and services to help them access, preserve or protect their homeownership status. The Deputy Director will play a crucial role in advancing the mission of Affordable Housing Centers of Pennsylvania, a nonprofit housing counseling organization dedicated to promoting sustainable homeownership and providing essential housing services. Reporting directly to the Executive Director, the Deputy Director will oversee daily operations, provide strategic leadership to program staff, and collaborate on organizational development, partnerships, and community engagement. The ideal candidate is a seasoned professional in housing counseling or related fields, with demonstrated skills in program management, staff leadership, and a commitment to housing equity and community empowerment.

  • Compensation:
  • Commensurate to experience with the salary range for the position between $90,000

  • Education:
  • Post-secondary education preferred in the fields of Public Administration, Social Work, Urban Planning, or related field preferred. Lack of higher education can be substituted with practical experience.
  • Experience:
  • 7+ years in nonprofit management, housing counseling, or related field; with at least 3 years in a supervisory role. Experience in affordable housing or housing advocacy preferred.
  • Certifications:
  • HUD Housing Counselor Certification preferred or required within six months of hire.
  • Strong leadership and management skills with experience in team building and staff development.
  • Knowledge of housing counseling practices, affordable housing programs, and HUD regulations.
  • Proficiency in grant writing, budgeting, and financial oversight.
  • Excellent communication skills, both verbal and written, with a demonstrated ability to engage diverse stakeholders.
  • Strategic thinker with a strong commitment to the organization’s mission and values.
  • Key Responsibilities:
  • 1.
  • Program Management & Development
  • Oversee the planning, implementation, and evaluation of AHCOPA’s programs.
  • Organize external events, which include homebuyer fairs.
  • Ensure compliance with HUD standards and other funding and regulatory requirements.
  • Collaborate with the Executive Director to develop and launch new initiatives that address emerging housing needs. 2.
  • Operations and Facilities
  • Solicit bids from perspective vendors that want to offer goods and services from third-party vendors that will benefit the organization and oversee the activities to ensure that it is performed to adequate satisfaction.
  • Assist executive director with overseeing the maintenance of the organization’s facilities.
  • Provide necessary technical support for AHCOPA staff to complete their job duties. 3.
  • Staff Leadership & Development
  • Supervise and mentor program managers and senior counselors, fostering a collaborative, high-performance culture.
  • Oversee hiring, training, and professional development of housing counselors and other support staff, ensuring they are equipped to pass HUD certification and deliver quality services.
  • Conduct regular performance evaluations and implement strategies to enhance staff retention and engagement.
  • Assist executive director in organizing trainings and team building events that are to be attended by the entire staff.
  • Assist executive director with payroll activities and other human resource activities. 4.
  • Strategic Planning & Organizational Growth
  • Work with the Executive Director to implement the organization’s strategic plan, with a focus on expanding services, enhancing community impact, and strengthening operational sustainability.
  • Identify opportunities for new funding and program growth; assist in grant writing, reporting, and relationship-building with funders.
  • Participate in quarterly board meetings, board committee meetings and coalition meetings with our housing counseling professionals. 5.
  • Community Engagement & Partnerships
  • Represent the organization at community events, coalition meetings, and relevant housing networks to raise visibility and foster partnerships.
  • Strengthen relationships with local government agencies, local elected officials, financial institutions, legal aid organizations, community institutions and other housing stakeholders to enhance referral networks and resource sharing.
  • Work with communications staff to develop materials and strategies for public outreach and program promotion. 6.
  • Policy Advocacy & Research
  • Monitor local, state, and federal policy changes related to affordable housing, mortgage assistance, and tenant rights, and advise the Executive Director on implications for the organization.
  • Collaborate on advocacy initiatives that support the organization’s mission, engaging with policy makers, and representing the organization in policy forums.
  • Analyze housing market trends and client needs, using data to inform program adjustments and improvements. 7.
  • Financial Management
  • Assist executive director in the development of the annual budget, which is to be approved by the Board of Directors.
  • Become familiar with the financial operations of the organization which includes being aware of all the organization’s vendors and how we secure funding from those entities.
  • Prepare invoices to vendors and monitor the collection of funds.
  • Participate in the annual audit process with the organization’s external accountant.
  • Review the insurance policies with the Executive Director and our insurance broker to ensure that our coverage meets the requirements for the organization.
