The S.C. Sea Grant Consortium is an agency ofSouth Carolina government and part of a federal network of 34 SeaGrant College Programs funded through a cooperative agreement bythe NOAA National Sea Grant Office. Created by law in 1978, it isthe only state entity mandated to provide coordination andcommunication across disciplinary, institutional, and agencyboundaries. The purpose is to generate and provide science-basedinformation on issues and opportunities to improve the social,environmental, and economic well-being of coastal communities,while ensuring the optimal use and conservation of marine andcoastal natural resources. The Consortium is administered by aBoard of Directors constituted by the Executive Officers of each ofour Consortium members: Clemson University, Coastal CarolinaUniversity, College of Charleston, Francis Marion University,Medical University of South Carolina, S.C. Department of NaturalResources, S.C. State University, The Citadel, and University ofSouth Carolina.
The Executive Director of the S.C. Sea GrantConsortium is responsible for the overall planning, coordination,and implementation of the agency’s operations and programs. Thisrole serves as the principal development and grantsmanship officer,principal legislative liaison, and principal public spokespersonfor the agency. The Executive Director is responsible for thecoordination and management of more than fifty grants, severalmajor multi-disciplinary, multi-institutional programs, and theagency’s state budget and federal Sea Grant coreprogram.
Responsibilities:
Strategic Planning and Implementation Oversee the agency’s strategic planning and implementationprocess. Set the strategic direction for agency programs, activities,and efforts based on input from the agency’s diverse constituenciesand stakeholders. Work with the Board of Directors and the Program Advisory Board(PAB) to provide strategic advice and guidance to theagency.
Program Coordination Coordinate the planning and development of Consortium research,education, and outreach programs that meet the needs of theConsortium’s diverse constituencies. Ensure successful delivery of information to targetconstituencies and track and evaluate all milestones.
BudgetManagement Prepare and present annual state budget requests to theGovernor’s Office, the House Ways and Means Committee, and theSenate Finance Committee for agency recurring funds. Secure funds from the state of South Carolina on an annualbasis. Prepare and present program highlights, needs and the Sea GrantAssociation budget to the South Carolina Congressional delegation. Secure funds from NOAA National Sea Grant OfficeGrant andFunding Development Coordinate the development and submission of competitiveproposals to achieve agency objectives and seek non-state sourcesof funding. Secure non-state funding year-to-year and develop partnershipsto secure funding for priority research and outreach needs.
PublicRelations and Advocacy Serve as the principal public spokesperson for the agency. Act as the principal legislative liaison for theagency.
Qualifications:
Preferred candidates have a terminal degreein science, policy or natural resources, and at least five years’experience in leadership of externally-funded research, education,and outreach/extension programs. Candidates may possess a master’sdegree and fifteen years of experience in science or naturalresources leadership. Extensive experience in marine and coastalsciences, policy, and resource management is essential. Familiaritywith the NOAA National Sea Grant College Program is desirable.
Other key abilities for the executive director include: Proven experience in strategic planning, program management,and budget management. Strong leadership and communication skills. Success in grant writing and securing funding from diversesources. Ability to work with a wide range of stakeholders, includinggovernment agencies, academia, non-profit organizations, and theprivate sector. Demonstrated success in facilitating collaborativepartnerships, particularly with municipal, state and federalagencies, private sector, and local organizations. Demonstrated ability to organize workshops, conferences andgeneral information publications. Ability to work well with a highly diverse group of scientists,university and agency leaders, students, community organizationsand leaders. Demonstrated ability to manage a leadership team and talentedtechnical staff.
