Job Description
Director of Public Works Borough of Steelton 123 North Front Street, Steelton, PA 17113 Job Overview The Public Works Department is responsible for the maintenance and operation of 26.9 miles of roads and alleys, street trees and parks, street signage, storm water management and maintenance for 11.6 miles of storm sewer pipe, Borough parks and boat dock maintenance, 25.6 miles of gravity sewer line, 532 manholes and 3 pumping stations. The position of Director of Public Works involves supervisory and administrative work, as well as the planning and leading of municipal construction projects, the scheduling of maintenance and the repair of vehicles, equipment and infrastructure; landscape maintenance; and sanitation. The Director oversees seven full-time positions and is responsible for the safe and efficient work of assigned employees or work crews. Work is performed under minimal supervision with considerable latitude in the use of initiative and independent judgment. The Director shall provide guidance to and perform the work of equipment operators, maintenance specialists, mechanics, and public works laborer employees and has responsibility for assigning work, supervising employees.
Job Duties and Essential Functions:
- Administration of the day-to-day operations of the Steelton Borough Sewer Distribution and Pump Station System
- Communicating with the Borough Manager regarding maintenance and repair needs of the sewer system and related equipment
- Ensuring that Department of Environmental Protection (DEP) reporting and operational requirements are met and that Steelton Borough remains in full compliance with regulatory standards of DEP and any other federal or state agency
- Completing monthly sewer reports, CSO reports, and other related regulatory reports are promptly filed and never past the appropriate due date
- Planning for routine maintenance, upgrades, and repairs to sewer infrastructure including assisting the Borough Manager with budgeting for future sewer needs
- Administering and directing the construction, maintenance and operation of the physical properties of the Borough, including streets, storm sewers, flower beds, grounds, parks, vehicles and equipment
- Ensuring Borough equipment and vehicles are in good working order and that all required and preventative maintenance, repairs and/or inspections have been timely completed
- Is responsible for assigning and completion of work, evaluating subordinate performance, reporting disciplinary issues to the Borough Manager
- Providing regular reports to the Borough Manager on the progress and completion of projects and promptly notifying the Borough Manager of emergencies and unexpected maintenance that may be required
- Overseeing minor maintenance to buildings, fixtures, and equipment primarily in Steelton Borough Sewer Pump Stations
- Attending monthly Public Works meetings;
- Utilizing a system to track work that needs to be performed and maintaining accurate records of work completed, including materials and equipment used and hours worked
- Planning projects, and identifying the labor, equipment and materials needed to accomplish each assigned project; coordinating with vendors when necessary to complete municipal projects
- Assisting the Borough Manager with the preparation of bid contracts and required advertising for public works projects, equipment, materials and fuel acquisitions
- Identifying employee training needed and ensuring that employees have completed necessary training and/or certifications to operate Borough equipment and schedules employees for training, when needed
- Monitoring employee use of equipment and vehicles to ensure that employees exhibit reasonable care, skill, and attention to the safe operation of all equipment; ensuring that employees comply with all recommended safety procedures at work sites; promptly reporting any injuries or compliance problems to the Borough Manager and completing any required paperwork associated with a work injury
- Operating and oversight of the care of various vehicles, machines and equipment, including power and hand tools
- Responsible for ensuring compliance with federal/state inspection, logging and reporting requirements; following up with utilities or contractors when needed
- Assisting with other Public Works crews and tasks for daily operations and special events as necessary or directed
- Directing the normal repair of sewer lines and responds to emergency calls
- Overseeing proper installation of street light foundations, sanitary sewer lines, storm sewer lines, storm sewer inlets, manhole repairs/replacement, concrete sidewalks, and curbs, ramps, and gutters
- Working cooperatively to maintain signs and traffic signals to include replacing signs and troubleshooting traffic signals as needed
- Responsible for coordinating snow removal to include making suggestions for the development and update of the Borough’s Snow Removal Plan, collecting data for storm reports, and ensuring that snow dumpsites and equipment is prepared
- Ensuring that all traffic control devices are in place and functioning properly
- Developing and implementing a plan for the routine paving of Borough streets
- Developing and employing traffic control plans for special events and activities
- Providing overall maintenance of public trees, shrubs, turf, flowers and other plant materials to include planting, trimming, pruning, cabling, bracing, and small branch removing and trimming
- Arranging with a third-party for the application of fertilizer, insect control, disease control, pesticide application and cavity work
- Identifying upcoming public work needs (street repair, paving, crack sealing, catch basin repair, etc.) for the Borough
- Basic knowledge of electrical, construction, landscaping, carpentry, mechanics or other related skills
- Ability to respond to emergencies on a twenty-four-hour basis
- Ability to recognize repair needs and to accurately estimate material and labor requirements for the specific projects
- Ability to foster, develop and maintain cooperative relationships with coworkers and Borough residents.
- Ability to plan, organize and assign work on a priority basis
- Ability to perform basic arithmetic calculations
- Preparing and approving all public works department employees’ payroll time sheets
Required Knowledge, Skills, and Abilities:
- Advanced knowledge/training/certification on the operation and maintenance of all equipment for department
- Advanced knowledge of state and federal regulations/requirements related to assigned area
- Advanced knowledge of the safety procedures for department
- Ability to establish and maintain effective and cooperative working relationships with those contacted in the course of work
- Ability to efficiently utilize resources
- Ability to apply regulations and work standards fairly and consistently, make work assignments, and meet necessary deadlines accordingly
- Ability to use reasoning skills that minimize duplication of efforts, to delegate and review work effectively; and to efficiently schedule employees
- Ability to take and give clear direction
- Strong record keeping and reporting skills
- Ability to communicate effectively, verbally and in writing
- Working knowledge in project planning, implementation, and management
Minimum Qualifications:
- Bachelor’s degree and a minimum of 5 years increased experience in public works functions, management and administration, preferred.
- CDL license with tank endorsement and no air brake restrictions
- Flagger certification training
- Work Zone Traffic Control training, Confined Space
- Completion of Workplace Safety for Municipal Employees
- Heavy equipment certification.
Physical Requirements:
Tasks involve the regular and, at times, sustained performance of moderate to physically demanding work that may require occasional lifting, carrying, pushing and/or pulling of heavy objects or materials (up to 150 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and appropriate safety equipment. Extensive walking (up to 3 miles) as well as prolonged periods of standing (up to 5 hours straight) may be necessary. Tasks require sound and visual perception and discrimination. Tasks require oral communications ability.
