CLASS TITLE

Assistant Director of Budget

GENERAL DESCRIPTION OF CLASS

This position is responsible for the high-level technical and analytical work required ,to prepare, analyze and monitor the county’s operational and capital budgets. The incumbent is also responsible for developing and implementing an audit function to include internal and management audits and policy analysis. This position is under the general guidance and direction of the Director of Budget and Grants Management. This position reports to the Director of Budget and Grants Management. This position regularly interacts with all county department directors and staff, county council and administrator, state and local agencies requesting or receiving county funds, and the general public.

ESSENTIAL TASKS

The tasks listed below are those that represent the majority of the time spent working in this class. Also, management may assign additional tasks related to the type of work of the class as necessary. Responsible for managing the preparation and execution of the annual operating and capital budget development process including preparation of budget materials; providing assistance and training to County department staff (when needed). Regularly working with Department heads and budget managers to analyze revenue and expenditures to meet their long-term operating and capital budget needs. Assist the Budget Director and County’s executive management team in identifying ways to integrate performance measurements with budget development process; Ensuring budget development and planning system is accurate and ready for use by departments, and provide budget recommendations to Budget Director and County Management team. Responsible for the timely preparation, coordination, and implementation of the annual operating budget and the ten-year capital improvement plan. Responsible annually for the evaluative, statistical work providing a basis for revenue projections; including econometric modeling, demographics, and trend analysis. Coordinates with the Treasurer and Auditor’s office to develop revenue and tax forecasts. Regularly review and update forecasts. Regularly analyze and recommend alternate revenue sources. Annually meet with all departments, agencies, and administrators to determine budgetary requirements. Coordinate the balancing of the budget recommendation. Regularly attend council work sessions and regular council meetings during the six months of budget preparation. Prepare any charts and financial analysis required. Regularly audit goals and objectives submitted by departments. Perform management audits and performance evaluations. Monitor all budget amendments and transfer requests during the year. Process monthly journal entries, and maintain the chart of accounts to ensure a clear and proper accounting. Prepare and monitor the budget/revenue and budget/expenditure reports to be distributed to departments and assist any departments with questions and analysis. Prepare financial impact statements for county council action requests. Serve as a Backup along with Budget Analysts to all Grants Staff. Responsible for Supervision of Budget Analysts. Supervise the preparation of the annual Grants and Capital Projects Budget Rollovers. Responsible for corresponding with executive-level management of outside agencies. Responsible for Managerial Authority in absence of the Budget Director. Responsible for working with Finance on Budget items needed for Annual External Audit. Responsible for Auditing all work prepared by Staff before Submission to Budget Director. Required to attend meetings instead of the Budget Director at times. Required to perform special projects as assigned by the Budget Director. Responsible for the balancing and proper uploading of the Appropriated Budget. Regularly troubleshoot all County funds to ensure budgets are in balance and negatives are cleared. Responsible for working with Grant Accountant to ensure all grant drawdowns are done in a timely fashion. Team Lead on all Matters between the Finance Department and Office of Budget and Grants Management. Responsible for overseeing the tracking of expenditures and ensuring the County Budget stays within parameters. All other duties as assigned.

MATHEMATICAL REQUIREMENTS

Requires using mathematics involving the practical application of fractions, percentages, ratios, and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes.

LANGUAGE REQUIREMENTS

Requires reading professional literature and technical manuals; speaking to groups of employees, and other public and private groups; writing manuals and complex reports.

MENTAL REQUIREMENTS

Requires doing professional-level work requiring the application of principles and practices in a wide range of administrative, technical, or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires an understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures.

VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION VOCATIONAL/EDUCATIONAL PREPARATION

This position requires a bachelor’s degree in Accounting., Finance, or a closely related field.

A Master’s degree is strongly preferred.

SPECIAL CERTIFICATIONS AND LICENSES

Must possess a valid state driver’s license. Must be willing to become a Certified Government Finance Officer

EXPERIENCE REQUIREMENTS

Requires 5 years of accounting and/or financial and budgetary analysis experience, preferably in the governmental area.

Requires sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force regularly or routine keyboard operations.
