This position is responsible for the management and reporting of the South Carolina Judicial Branch’s budget by monitoring and reporting on the Branch’s financial performance and identifying and analyzing financial trends.
ESSENTIAL DUTIES AND RESPONSIBILITIES OF THE POSITION
Directs the development and compilation of various financial transactions on an on-going basis. Develop and implement internal controls to ensure accurate and timely reporting of financial information. Prepares various routine management reports, and other ad hoc reports as requested. Collects, assimilates, and ensures the accuracy of financial data for internal and external reporting requirements. Monitors day to day balances for cash and budget authorization. 45% Directs the development and compilation of financial reporting data by analyzing trends and forecast financial needs. Performs multiyear and periodic trend analysis of varying financial information used by Executive Management for decision making purposes. Researches anomalies and summarizes data for accurate and precise reporting. Creates forecast of expenditure and project budget authorization requirements monthly by utilizing various forecasting techniques to develop the most accurate forecast model. Self-checks reports to ensure the accurate reporting of data and forecasted amounts are reasonable and sound. Stay up to date on industry trends and best practices in budgeting and financial management. 30% Assists and coordinates with Branch regarding issues related to fund availability, such as requests for funds to attend conference or training forms, shopping carts, and position action forms to ensure sufficient budget authorization exist, and to provide proper cost assignment. Routinely monitors budget balances and prepares transfers as needed to ensure sufficient budget availability. 10% Assist Deputy Director of Fiscal Services in preparing the Agency Detail Budget. Keys Detail Budget into Executive Budget Office Budget Development System and prepares budget push down transactions for
SCEIS. 5
% Prepares annual cost schedules such as Court Cost per Seat, employer contribution estimates, and payroll projections. Calculates annual cost allocation for building rent, workers comp, unemployment, and applicable PEBA or other insurance adjustments. 5% Assists Fiscal Services Deputy Director to review, analyze, and evaluate existing policies, programs, plans, systems, operations, procedures and documents to develop improvements in efficiency. 5% All other duties as assigned. Minimum and Additional Requirements A bachelor’s degree or higher in accounting or business administration, which includes at least fifteen (15) semester hours of accounting-related courses. At least (3) years of professional work experience with budgeting and financial management. Must be proficient in the use of Microsoft Excel. Preferred Qualifications At least (5) years of professional work experience with budgeting and financial management. Must be proficient in the use of Microsoft Excel. Must be familiar with South Carolina State government fiscal budgeting processes, practices, procedures and policies.
