Employment Type Full Time Job Summary Are you a detail-oriented financial professional with a passion for data analysis, budgets, and working in public service? The Infrastructure Department is looking for a Budget & Finance Supervisor to manage the Department’s annual budget process, capital improvement plan, project finances, utility rate models, and performance management for the Infrastructure Department (Public Works Department). This role provides expertise, coordination and guidance to divisions in preparing for these activities and performs a wide range of analytical and financial tasks. You’ll work on high-impact projects that directly improve city services and collaborate with cross-functional teams to drive strategic initiatives. We’re looking for someone with experience in budgeting, finance, strategic planning, or performance measurement. A strong analytical mindset, the ability to interpret complex data, and excellent communication skills are essential.
What You’ll Do:
🔹 Analyze service delivery costs, budgets, and performance metrics to improve efficiency. 🔹 Assist in preparing and monitoring the Department’s Business Plan Measures, Annual Budget, and Capital Improvement Program (CIP). 🔹 Conduct financial analyses, revenue forecasting, and cost-of-service studies. 🔹 Develop and maintain performance reporting programs to enhance decision-making. 🔹 Provide consultative services to departments to improve productivity and service delivery. Salary Range:
$64,480 – $91,041.00 annually For more details, review the full job details and requirements below. The Infrastructure Budget & Finance Supervisor manages the annual budget process, capital improvement plan, capital project financing, utility rate models, debt management, and performance management for the Infrastructure Department. This role provides expertise, coordination and guidance to divisions in preparing for these activities and performs a wide range of analytical and financial tasks. Key Responsibilities Oversees the Infrastructure department’s financial initiatives and processes, managing a $145M annual budget and $300M capital program; serves as the subject matter expert for the enterprise financial system, providing expertise in budget management, project administration and financial reporting; assists the Economy Focus Area with utility rate model updates and analysis to ensure sustainable and equitable rates for all utility funds, including water/sewer, stormwater, and solid waste. Enhances and oversees Olathe’s Performance Management program as it pertains to Infrastructure, ensuring alignment with the 2040 Strategic Plan through community surveys, business intelligence, performance benchmarking and innovative public reporting. Supervises multiple financial and budget staff and interns, while also providing guidance to other Infrastructure staff involved in budgeting, project finance, and performance management initiatives. Leads or supports special projects within the Infrastructure Department.
Qualifications Experience:
A minimum of three years of increasingly responsible professional analytical experience in budget, finance, accounting or capital improvement programming is required. Strong written and verbal communication skills are required. Three years of supervisory experience is preferred along with Workday software experience, and experience with budgeting and capital improvement planning (CIP).
Education:
A bachelor’s degree in business administration, public administration, finance, accounting, or a related field is required. Additional relevant experience may be substituted for education. A master’s degree in public administration (MPA) or business administration (MBA) is preferred.
Licenses & Certifications:
