DESCRIPTION

: The Public Health Director provides leadership for the Public Health Department’s team to improve health outcomes for Catawba Nation. The director is responsible for overseeing a shared vision of improving community and environmental health through assessments, planning, and implementation of comprehensive public health services. Develops departmental policies in conjunction with the Health Board for the operation of the department and protection of the public. Serves as an advocate for public health and seeks partnership opportunities within the community. Provides highly technical and responsible assistance to the staff. Assists in integrating public health programs and services provided by other departments, divisions, and agencies in a holistic way. This position reports to the Executive Director of Health & Human Services. Serves in the statutory role of “Public Health Director,” administers and enforces compliance with public health laws in the state of South Carolina and public health orders, standards, regulations, and rules of the Catawba Nation and State Boards of Health including special commissions (water quality, air quality, hazardous waste); provides consultation and ensures secretarial support to the Health Board and recommends appropriate action against violators of health codes. This position is responsible and subject to the CIN Personnel Policies and Procedures Manual.

ESSENTIAL DUTIES

Provides vision, leadership, and direction. Develops the strategy and vision for goals, objectives, policies, and priorities. Develops and implements workforce development and succession planning. Represents the department and Catawba Nation through participation on appropriate internal groups, local and state boards, commissions, and committees. Receives policy direction from the Catawba Nation Health Board; receives general guidance from the Executive Director of Health & Human Services, Executive Director of Public Safety, and Executive Director of Tribal Resources. Provides direct and indirect supervision through subordinate supervisors of all positions, employees, and functions within the Public Health Department; provides broad direction, oversees policy and procedure standards, and evaluates performance of supervisors, direct reports, and operations; resolves personnel issues. Prepares for and acts in emergency or disaster situations to address public health issues; declares a local public health emergency. Manages and oversees administrative policies and procedures consistent with state and local laws, rules, and regulations for operation of the department. Plans, directs, supervises, and coordinates health programs and services, as identified in the Public Health plan. Responsible for accepting, disbursing, implementing, and administering all federal and state funds; approves fees for applicable services rendered by the department. Identifies funding that supports core infrastructure as well as community-level work. Responsible for developing and managing the budget, revenues, and expenditures in the Public Health Department. Responsible for identifying, analyzing and distributing assessments of Catawba Nation’s public health needs using demographic, statistical, and other data including overseeing special studies or surveys as needed; compiles data and records, prepares reports and statistical information for assessment of the public health needs and planning of services. Translates the health implications of identified trends and shares this information with the appropriate partners and agencies. Reviews current public health literature, public health alerts, scientific reviews, recommendations, and advisories to determine if changes in current practices need to be made. Manages the investigation and inspection into matters affecting public health; manages controls of epidemics; manages infectious, communicable, and other diseases and conditions affecting public health. Establishes and maintains a cooperative relationship with the State Department of Health and its various disciplines (laboratory, epidemiology, maternal and child health, etc.). Acts as consultant for other Catawba Nation departments. Collaborates with private sector, public sector, non-profit organizations, and other Catawba Nation departments. When a local declaration of emergency or disaster is declared by the Catawba Nation, all Public Health employees may be required to work as a Disaster Service Worker. Responsible for public information efforts for the department including the preparation of media materials, press releases, and presentations to health organizations or the public; responds to difficult public relations situations and requests for information from citizens. Performs other duties as appropriate or necessary for performance of the job.

Causes, means of transmission, and methods of control of communicable diseases including tuberculosis and sexually transmitted disease. Principles and practices of organization, administration, budget, and personnel management. Leadership methods and management skills. Budget management and resource allocation according to governmental standards and procedures. Assemble and analyze data, preparing concise charts, records, and descriptions. Social determinants of health and strategies to address. Plan, direct, coordinate, and manage the work of public health personnel. Properly interpret and make decisions in accordance with laws, rules, and regulations. Supervise and mentor professional and support staff in a productive and positive manner. Act as an official representative of the Catawba Nation in a professional manner with local, state, and national agencies and organizations. Perform effective public speaking to groups of varied interests and backgrounds. Provide internal and external conflict resolution.

MINIMUM REQUIREMENTS

Eight (8) years of experience in a directly related field or in the performance of similar duties and responsibilities, including a minimum of five (5) years’ experience supervising and leading public health programs. Equivalent to a master’s degree from an accredited college or university with major coursework in Public Health, Public Administration, Environmental Health, Community Health, Preventive Medicine, or a related field. Possession of, or ability to obtain, a valid Driver’s License and able to be insured by the Tribe’s policy.
