SUMMARY:

The Public Works Director supervises, plans, and directs the activities of the Public Works Department to ensure the proper operations and administration of the collection of garbage, leaves, and debris, facility maintenance and improvements, as well as maintaining sidewalks, streets, stormwater, and rights of way. Works under the broad policy guidance and direction of the City Manager.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Supervises the operation of the Public Works Department; assigns workloads and establishes work schedules; directs and supervises the duties of assigned staff. Supervisory duties include instructing, assigning, reviewing, and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; and recommending employee transfers, promotions, discipline, discharge, and salary increases. Develops and administers department budgets, approves expenditures, and maintains monthly reports. Conducts bid openings and drafts bid recommendations; prepares specifications for supplies and equipment to be purchased. Develops and implements department policies, procedures, ordinances, and ensures department compliance in all areas with applicable City policies, City Ordinances, standards, codes, laws, and regulations. Supervises streets and sanitation maintenance operations and personnel for the Public Works Department; supervisory duties include instructing; assigning, reviewing, and planning work of others; maintaining standards; coordinating activities; and acting on employee problems. Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice, and assistance as needed. Coordinates and supervises the maintenance of City streets, ensuring the proper removal of debris in streets and the maintenance of adjacent grass, shrubbery, and trees. Supervises and participates in the collection of garbage, leaves, and debris from residential and commercial properties and its transportation to appropriate landfills and/or centers, ensuring adherence to established schedules and routes. Receives and responds to inquiries, concerns, and complaints from City employees, agencies, and the general public regarding department activities and projects. Provides professional project management work for streets, sidewalks, and stormwater. Manages the work of contractors and performs site inspections to ensure project compliance with specifications, contracts, schedules, codes, and standards of quality and safety. Troubleshoots problems and provides technical direction and/or assistance with the maintenance and repair of lift stations, motors, valves, pumps, etc. Serves as department liaison as directed by the City Manager to various boards, commissions, and committees. Coordinates the department’s role in the planning and implementation of City events and activities. May be required to respond to emergency calls. Receives, reviews, prepares and/or submits various records and reports including purchase orders, invoices, job applications, performance appraisals, ordinances, bond documents, division reports, project status reports, bids, specifications, advertisements for bids, engineering plans, grant documents, water quality reports, memos, correspondence, etc. Operates a motor vehicle and a variety of equipment such as a computer, calculator, two-way radio, telephone, survey equipment, drafting instruments, etc. Interacts and communicates with various groups and individuals such as the City Manager, City Council, City attorney, department heads, City employees, subordinates, engineers, utility companies, contractors, news media, State Agencies, County government departments, business leaders, boards/commissions/committees, and the general public. May be required to respond to emergency calls. Performs similar or related work as required, directed by the City Manager, or as situation dictates and shall exercise any additional powers that are or may be legally conferred upon the position by statute, bylaw, regulation, or as directed by the City Manager.

QUALIFICATIONS AND REQUIRED/PREFERRED SKILLS

Bachelor’s degree in civil engineering, public administration, business administration, construction management, or a closely related field, or supplemented by five to ten years of progressively responsible experience in public works/utilities engineering. Master’s Degree Preferred. Solid supervisory experience of at least 3 years with abilities and experience in coaching and developing staff preferred. Project Management Professional Certification preferred. Must possess a valid SC State Driver’s License. Class A CDL Preferred. Excellent interpersonal, analytical, research, presentation, written, and oral communication skills. Ability and willingness to work collaboratively with other staff, vendors, contractors, and the general public. Reasonable knowledge of work methods, practices and procedures involved in a variety of public works construction, maintenance, and repair activities. Reasonable knowledge of street, sidewalk, garbage and recycling collection, buildings, and grounds maintenance work. Reasonable knowledge of construction methods, materials and equipment as applied in municipal public works. Perform specialized technical work involving data collection, evaluation, analysis, and troubleshooting. Organized and detail-oriented with strong level of accuracy and the ability to multi-task. Ability to prioritize and adhere to strict deadlines. High level of integrity; ability to handle confidential information. Proficiency in Microsoft Office software to include Word, Excel, and Outlook required. Use computers for data entry, word processing, spreadsheets, PowerPoint presentations, or custom applications.
