The ideal candidate will possess a strong background in operations research, planning frameworks, and federal emergency preparedness processes, with extensive experience conducting analytical studies and contributing to high-level strategic planning. This role directly supports FEMA’s mission to enhance national resilience and response capabilities through data-driven decision-making. Responsibilities Lead and conduct advanced operational research initiatives to support FEMA’s strategic objectives, planning efforts, and emergency preparedness programs. Apply statistical modeling, simulation, optimization, and decision analysis techniques to assess FEMA’s operational effectiveness and resource allocation. Integrate research outcomes into FEMA’s planning processes, including the Six-Step Planning Process and the Federal Plan Development Process. Collaborate with multidisciplinary teams across FEMA and other federal agencies to align research with national emergency management strategies. Provide expert analysis and recommendations for improving planning, logistics, and response operations through rigorous quantitative and qualitative research. Ensure that all research activities align with FEMA-specific guidance and relevant planning systems including MDMP and JOPES. Prepare detailed reports, presentations, and briefing materials for senior leadership and stakeholders. Support training and mentoring initiatives related to the application of operational research within the emergency management context. Experience Minimum of eight (8) years of experience in operations research, including four (4) years in the direct application of operational methodologies. Minimum of four (4) years of experience conducting operational research at the federal level, preferably within emergency management, homeland security, or national defense contexts. Possess or have the ability to obtain and maintain a Top Secret/SCI security clearance. Master’s or Doctorate in Operations Research, Systems Engineering Applied Mathematics, Emergency Management, or related field (Preferred) Demonstrated expertise leading successful operational research projects that informed policy or programmatic decisions. In-depth knowledge of emergency management preparedness programs, principles, and applicable FEMA documents and doctrine. Familiarity with FEMA’s Six-Step Planning Process, the Federal Plan Development Process, the FEMA Planning Manual, the Military Decision-Making Process (MDMP), and the Joint Planning and Execution System (JOPES) Experience supporting FEMA, DHS, DoD, or other federal emergency preparedness and response agencies (Preferred). Familiarity with HSEEP (Homeland Security Exercise and Evaluation Program) and national preparedness frameworks (Preferred). Experience using operational research tools such as Arena, AnyLogic, MATLAB, Python, R, or similar platforms (Preferred) Certifications or formal training in emergency management or related disciplines (Preferred) Strong analytical skills and ability to manage complex modernization projects. Proficiency with Microsoft Office Suite, especially in preparing detailed reports and matrices. Strong verbal and written communication skills, required to brief senior level audiences in high pressure environments. Ability to integrate, synchronize, and coordinate multiple tasks simultaneously. Proactive problem-solving mindset with the ability to conduct risk analysis, troubleshoot complex systems, and recommend innovative solutions. Strong organizational and documentation skills to maintain detailed records, SOPs, system reports, and knowledge management processes.
