Water This position reports to: Public Works Superintendent General Description The Water Distribution Manager oversees the planning, maintenance and repair of the water distribution system, water utility maintenance and overall field operations. Work requires the supervision of all assigned department personnel and management of the performance of construction, maintenance, repair, and replacement water distribution related activities. This position is required to organize and oversee multiple contracts, the work of private contractors and the department to ensure compliance with local, state and federal laws and regulations. The Manager must be able to respond 24/7, on and off duty in the event of emergencies. Work requires the use of considerable independent judgment within established technical standards and practices. The Manager collaborates with the Public Works Department, Town Administration and other departments on strategy and policy to ensure the Town’s mission and core values are incorporated into operational activities and services. Essential Job Functions Manage, oversee and provide guidance for the maintenance and repair of the water distribution system and overall field operations while maintaining compliance with all local, state and federal rules and regulations Supervise maintenance and repairs of water distribution systems including water lines, connectors, water meters, fireflies, backflow preventers, fire hydrants and valves ensuring proper techniques are followed and all safety measures are taken Manage department personnel including the selection, training, development and evaluations of department employees for efficiency and effectiveness, including probationary, disciplinary and annual assessments utilizing the Town’s established employee performance appraisal system Review and approve submitted employee time sheets, payroll sheets, and leave requests for the department Respond to inquiries and complaints regarding water leaks, low pressure or no water; in a professional and courteous manner, perform assessment of inquiry and determine appropriate resolution Responsible for the issuance, rescinding and reporting of Boil Water Notifications as required by Florida Administrative Code Oversee the maintenance, monitoring and management of the metering system and coordinate with Utility Billing to ensure accurate and timely billing Coordinate completion of work orders, assignment and scheduling of crew members, document work measurement reports to ensure completion, quality and safety Manage inventory of parts, equipment and supplies necessary for operations of the water distribution system and coordinate requisitions with the Public Works Superintendent Create, update and manage standard operating procedures for water distribution response and preventative maintenance programs Prepare technical specifications as needed, reviews bid documents, specifications and construction drawings for compliance with all applicable codes and regulations Work with the Public Works Superintendent to develop, prepare, and administer the department budget, including recommending Capital Improvement Projects and monitoring expenditures Participate in meetings as deemed necessary by the Public Works Superintendent, including Town Commission meetings Maintain open and frequent communication with the Public Works Superintendent regarding work-related issues and problems that may affect and/or improve the operation of the water division Demonstrate thorough knowledge of and adhere to all established department, division and town policies and procedures Performs other job-related duties as necessary Knowledge, Skills and Abilities Working knowledge of equipment, facilities, materials, methods and procedures used in water distribution systems Ability to organize and supervise the activities of various crews performing water utilities construction and maintenance work Ability to guide, manage and motivate employees Ability to collect and analyze data and translate it into meaningful findings, presentations, and reports Ability to work as a self-starter to develop and achieve numerous short and long-range program goals and objectives Ability to work under pressure and meet deadlines Ability to communicate effectively, verbally, and in writing Ability to prioritize projects and communicate needs clearly, including public speaking and presentations Ability to establish and maintain effective working relationships with employees and other departments Physical Requirements Frequently lift and/or move forty (40) pounds and occasionally assist in lifting and/or moving more than one hundred (100) pounds Required to move; stand, climb or balance; stoop, kneel, crouch or crawl; and sit Vision abilities required by this job include near and far vision and the ability to adjust focus with or without correction Ability to hear normal conversational speech and the ability to distinguish between different sounds Work Environment The statements below are intended to describe the general nature and level of work being performed and are not to be construed as a comprehensive list of responsibilities, duties and skills required.   • Associates degree from an accredited college or university in Environmental Science, Engineering, Business Management, Public Administration, or related field
  • Minimum of five (5) years of experience relating to water treatment and/or distribution systems
  • Equivalent education or experience may be considered in place of the above qualifications Special Requirements
  • Valid State of Florida Driver’s License
  • Valid State of Florida DEP Level 1 Distribution System Operator license or the ability to obtain the license within one (1) year of hire
  • Must be able to respond 24/7 to emergency situations
  • Must have a current
CPR / AED
