JobDescription Position Purpose:
Manages the day-to
- day activities ofthe construction, operation, maintenance and repair of distributionsystems facilities, and related investigative activities on aroutine and 24-hour emergency basis.
PrimaryDuties/Responsibilities:
Working closely with three direct reports,the Manager coordinates the activities of the Construction andDistribution Departments. The Construction Department isresponsible for the day-to-day supervision and the installation,maintenance, repair and improvement of distribution systemfacilities such as mains, services, hydrants, valve and otherappurtenances. The Distribution Department is responsible forinvestigative work pertaining to customer or service issues. TheDistribution Department also initiates the process for servicerelocations, manages facilities mark outs, plans and executesshutdowns and completes the annual hydrant and valve maintenanceand testing programs. Prepares work plans for major constructionand maintenance projects, and testing programs, and developsprocedures for accomplishment of those deviating from normalroutine. The manager also devises improvements in operations whichwill increase effectiveness, productivity, and realize costsavings. Liaison with municipal, county and state officials, suchas Road and Highway Superintendents and designated council members,in order to coordinate company activities with the operations ofothers and jointly resolve matters of mutual concern. Periodicallyperforms construction project work sites field inspections toassure work assignments are completed according to specifications.
Manager also makes on the spot decisions regarding disputes orcomplaints of customers to maintain good community relations.
Responsible for the preparation of the annual budget of thedepartment and regularly reports on budgetary matters to the SrDirector of Operations and the Director of Finance. In the absenceof the Sr. Director of Operations, the Manager assumes some of theresponsibilities of the daily operations at Hackensack Yard.
Assures adherence to company and regulatory safety standardsthrough implementation of training programs and field inspection ofwork sites. Plans and directs the work of subcontractors to assurecompletion of projects according to specifications and companystandards. Increases effectiveness of department operations bydevising and implementing improved methods and procedures. Overseesthe selection of candidates for job vacancies. Manager assesses andadjusts training programs to ensure an effective work force andsuitable leadership for current and future needs of the department.
Support managed growth projects in the Northern New Jersey divisionas required.

Qualifications Education/Experience/Background:
High SchoolDiploma/GED is required. A Bachelor’s degree in engineering,science or management is preferred. 10 years of supervisoryexperience in public water supply transmission and distributionsystems preferred.
Knowledge/Skills/Abilities:
Understanding ofhydraulic principles related to piping networks preferred. Abilityto cope with emergency situations on a 24/7 basis in a dynamic andfast paced customer service-oriented business. Ability to fosterpositive labor relations in a union shop environment. Ability toread and interpret engineering drawings of distribution networks.
Required Certification/Licenses/Training:
A NJ DEP W-4
operator’slicense is preferred.

$135000 to$160000 per year with a
