POSITION SUMMARY

The Materials Manager is responsible for managing and overseeing all materials testing and quality assurance for the

West Interchange MMIP Project. This role ensures that construction materials meet all project, GDOT, AASHTO, ASTM, and regulatory standards. Reporting directly to the Assistant Construction Quality Assurance Manager (2MNEXT), the Materials Manager will work closely with the Lab Manager, Field Testing Manager, and other QA/QC teams to execute the Independent Construction Quality Assurance (ICQA) program.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The essential functions include, but are not limited to the following: Materials Testing & Quality Assurance Oversee and manage all field and laboratory material testing to ensure compliance with the Construction Quality Management Plan (CQMP). Supervise Lab Manager and Field Testing Manager, ensuring all testing activities follow project specifications and industry standards. Verify that materials comply with GDOT, AASHTO, and ASTM standards, and meet the sampling and testing frequency requirements outlined in Appendix E of the CQAP. Ensure accurate documentation and reporting of test results for all construction materials. Regulatory Compliance & Documentation Oversee material handling, storage, and tracking procedures, ensuring materials are properly logged and accounted for. Maintain documentation of all material approvals, testing reports, and compliance records. Identify and document non-conforming materials, issuing Non-Conformance Reports (NCRs) when necessary. Ensure the lab remains in compliance with GDOT accreditation standards, including AASHTO and ASTM material testing protocols. Collaboration & Reporting Coordinate with the Field Testing Manager to schedule and assign field technicians for material sampling and testing. Collaborate with the Lab Manager to ensure proper execution of all lab tests and compliance with testing protocols. Work closely with Project Engineers, Field Inspectors, and Quality Assurance personnel to ensure materials meet project requirements. Develop and submit daily, weekly, and monthly materials reports, summarizing test results and material compliance. Act as a liaison between the Developer, GDOT, and subcontractors for all materials-related matters. Team Leadership & Oversight Directly supervise and provide technical guidance to the Lab Manager, Lab Technicians, Field Testing Manager, and Field Technicians. Ensure that all lab and field personnel are properly trained and certified in relevant materials testing procedures. Monitor staff workload and assign testing personnel efficiently to meet project demands.

Qualifications & Experience:
Education:

Bachelor’s degree in Civil Engineering, Construction Management, Materials Science, or related field (or equivalent experience).

Experience:

10+ years of progressive experience in materials testing and quality control for transportation infrastructure projects. Experience working on GDOT, FHWA, or state DOT highway/interchange projects is preferred. Certifications (Preferred): ACI (American Concrete Institute) Certification NICET (National Institute for Certification in Engineering Technologies) Certification GDOT Quality Control Technician Level I Certification GDOT Roadway Testing Technician (RTT)

Certification AASHTO Accreditation and Compliance Knowledge Technical Skills:

Strong knowledge of construction materials, material testing procedures, and industry standards. Proficiency in Bentley SYNCHRO, Assure-IT, and other construction quality software. Ability to analyze test results, prepare reports, and ensure compliance with project specifications.

Soft Skills:
