    Major Functions The County of Volusia is seeking a Traffic Operations Supervisor

Working Title:

Traffic Systems Manager for the Traffic Engineering Division. This position is located in DeLand, FL and is responsible for maintaining the County’s traffic signal network with communication to over 350 signals. Illustrative Duties (

NOTE:

 These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.) Develops plans for future hardware/software needs for signal/ITS operations.
Develops design and implementation of Intelligent Transportation Systems (ITS) components.
Integrates new technologies with existing systems to resolve compatibility problems.
Works with Traffic Engineer with Development of signal timings for isolated and coordinated signals.
Maintains fiber network throughout County.
Provides special event timings.
Coordinates with consultants/Florida Department of Transportation (FDOT) on corridor re-timing studies.
Operates centralized signal operation software: Centracs System and Centracs Edaptive Traffic Adaptive Systems.
Assists with complaints/requests from public regarding signal timings.
Develops preliminary plans, specifications, estimates for ITS projects.
Performs field visits to collect data on existing conditions.
Reviews Signalization Plans prepared by County, FDOT and others.
Performs project management with ITS Systems.
Coordinates with utilities owners regarding conflicts and new power request for traffic signal devices.
Coordinates ITS, Projects and Construction supervision with FDOT Representatives, Consultants and Contractors.
Attends meetings representing Traffic Engineering regarding ITS Systems management and Traffic Incident Management.
Coordinates with maintaining agencies regarding traffic plans for special events and detours routes as needed. Maintains accurate records of all installations, maintenance and repairs. Provides records for legal actions or inquiries. Act as expert witness.
Provides technical input for division projects, budgets and purchasing requirements. Ensures that equipment and materials are available.
Provides training and instructs the crew as to the latest Federal, State and local standards and specifications.
May be assigned to other county locations based upon operational needs.
Attends work on a regular and consistent basis.
Must adhere to Federal, State, County and Local ordinances.
Responds to emergency situations.
Performs other duties as assigned. Minimum Requirements Graduation from high school or possession of a GED and five (5) years of experience in Traffic Engineering, network management, construction, construction administration, Intelligent Transportation Systems (ITS) maintenance, or comparable field. A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

NOTE:

Must possess and maintain a valid Florida driver’s license at time of hire and a current Intermediate Level certification for Maintenance of Traffic from Florida Department of Transportation (FDOT). The preferred candidate, having met the requirements, shall possess International Municipal Signal Association (IMSA) traffic signal certification or network management certification. Knowledge, Skills & Abilities Knowledge of traffic engineering practices and principles.
Knowledge of traffic signals. Knowledge and ability to operate a computerized traffic control system and implement and operate a coordinated signal system safely and effectively.
Knowledge and ability to program network switches.
Knowledge and ability to assign IP addresses within a network.
Knowledge of traffic signal telecommunications systems.
Knowledge of traffic signal operations for timing, phasing, and modifications of signals and signal systems.
Familiarity with the Manual on Uniform Traffic Control Devices.
Ability to investigate complaints and make recommendations to resolve problems if they exist.
Ability to coordinate staff engaged in traffic signal work.
Ability to communicate well, both orally and in writing.
Ability to use office computers and associated software (e.g. Word, excel, etc.)
Ability to express ideas clearly and concisely, orally and in writing to groups and individuals.
Ability to respond to emergency situations.
Ability to communicate effectively both orally and in writing.
Ability to establish and maintain effective working relationships.
Ability to work under stressful conditions.
Ability to interact effectively with others.
Must be able to relocate to other county locations based upon operational needs.

Physical Demands:
