Job Description

Greene County is looking for an experienced equipment operator for the position of PublicService Crew Leader for the Greene County Landfill. Person must have heavy equipment skillsand good computer knowledge. Person must be able to handle day to day operation of theGreene County Landfill and convenient sites. Working hours are Monday through Friday 8am

  • 5pm, and every other Saturday 8am til 12 noon.
  • General Statement of Duties
  • Performs responsible, skilled heavy equipment operation work at the County C-D Landfilland is responsible for grounds maintenance.
  • Distinguishing Features of the Class
  • An employee in this class operates heavy equipment such as large dozers, compactors, scraperpans, motor graders, loaders, and other equipment to clear land for the landfill, to spread andcover landfill waste with dirt, to grade and landscape the landfill site, construct roads at thelandfill, or for other similar purposes.

The employee performs maintenance and makes repairsand adjustments to landfill equipment. Work involves participation in assigned tasks, includingmowing, edging, pruning, weed-eating, fertilizing, seeding, and pest treatment requiringtechnical skill. The employee will operate automotive or landscaping equipment associated witha particular work activity. The employee is subject to working in both inside and outsideenvironments, in extreme hot and cold weather. The worker is subject to OSHA’s bloodbornepathogens requirements and indoor and outdoor environmental conditions, including extremeheat, cold, and noise. The employee is subject to various hazards such as loud noises, vibration,moving mechanical parts, electrical current, chemicals, fumes, odors, dust, mists, gases, poorventilation, and oils. Work at the landfill also involves exposure to physical conditions such asmoving mechanical parts, atmospheric conditions such as odors and dust, and skin exposure tooils. Work is performed under the general supervision of the Public Services Supervisor and isevaluated in progress and upon completion for adherence to established standards.

  • Essential Duties and Tasks
  • Operates a variety of landscaping equipment, including mowers, trimmers, weed eaters, chainsaws, and various trucks
  • Participates in the loading and transporting of equipment and materials for work
  • Participates in the training, safety, and performance coaching of crew employees
  • Ensures that worksite safety procedures are followed
  • Operates bulldozer, compactors, and scraper pans in clearing land and covering land at the landfill
  • Operates heavy equipment to grade and excavate land and backfill excavations and trenches
  • Operates motor grader in the grading, ditching, and other construction and maintenance of dirt roads and the repair of road surfaces at the landfill
  • Observes waste being dumped at the landfill for proper materials; separates out materials not allowed; explains proper access and use of the landfill to the public
  • Performs preventive maintenance and makes repairs and adjustments to heavy equipment; assists the mechanic
  • Performs other tasks when not engaged in equipment operation and repair; separates recyclable materials and loads them into shipping containers; mows and maintains landfill acreage; operates transfer trucks to transport solid waste to various sites
  • Maintains records of work activities.

  • Considerable knowledge of the occupational hazards and safety precautions of the work
  • Considerable knowledge of the operation and maintenance of heavy construction equipment
  • Considerable knowledge of the methods of landfill operation, including grading and drainage req irements and regulation regarding solid waste materials disposed of in landfills
  • Considerable knowledge of the occupational hazards and preventive safety measures of working in a landfill and operating heavy equipment
  • Working knowledge of effective principles and practices
  • Skill in the operation, maintenance, and minor repair of edgers, lawn mowers, and other small equipment used in grounds maintenance
  • Skill in heavy equipment operations
  • Skill in customer contact
  • Ability to establish and maintain effective working relationships with the public and other employees
  • Ability to follow oral and written instructions
  • Ability to prepare records of work activities
  • Ability to operate computerized scale software.
  • Physical Requirements
  • Must be able to perform basic life functions of climbing, balancing, stooping, kneeling, reaching, standing, walking, grasping, pushing, pulling, talking, hearing, and repetitive motions
  • Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects
  • Must have visual acuity to operate heavy equipment and distinguish types of materials being deposited in the landfill.
  • Desirable Education and Experience
  • Graduation from high school and considerable experience with heavy equipment operation, or any equivalent combinations of education, experience, and training
  • Special Requirement Possession of an appropriate valid North Carolina Class A driver’s license
  • Ability to complete Waste Screening and SWANA Landfill Operations training
  • Employee must have good computer skills
  • Employee must be dependable
  • Must be able to take control of Daily Landfill and Convenient site once training is complete.
