Description Summary The Drivers / Training Supervisor is responsible for overseeing the direct activities of the Driver Trainer as well as the Drivers providing paratransit service for the Department of Community Transit. This position is responsible for coordinating with the Trainer to ensure all onboarding and instructional policies and procedures are being followed as well as providing on-street supervision and support of paratransit drivers, in addition to service assistance to customers. The individual in this position may serve in the capacity of Dispatcher as required due to staffing or emergency situations. Essential Duties Ensures that the Driver Trainer has all required resources to successfully onboard and training hired paratransit operators.
Monitors driver training program for efficiency, consistency and general effectiveness.
Regularly communicates with Driver Trainer to identify issues with current training curriculum and/or to improve current policies and procedures.
Supervises and direct drivers in the field, providing instruction and assistance.
Observes and evaluates driver performance, reports deficiencies to Driver Trainer, takes corrective action, and provides mentoring.
Observes and reports street or road repairs, street or road damage requiring repair, alternative routes or detours, and unforeseen hazards, as needed.
Operates a County fleet vehicle in the performance of field duties. Serves as a point of contact at accident scenes; contacts Safety Officer for further investigation of scene, witnesses and others involved; works in conjunction with Safety Officer to determine if paratransit driver should continue service and if drug and/or alcohol testing is required.
Collaborates with Human Resources and Fiscal Department to verify, compute and process Driver payroll on a daily basis.
Contributes effective communications within the organization by establishing and maintaining open communication lines with all staff members and the public.
Keeps management and staff informed of critical incidents and information needed to ensure smooth operations. Meets all legal and procedural requirements by ensuring compliance with provisions of the ADA, FTA, PennDOT, etc. Upholds and enforces all Substance Abuse Policy regulations and Chester County Community Transit policies.
Covers dispatching duties for absent dispatchers and/or in emergency situations.
Performs other duties as may be required or assigned.

Qualifications/Preferred Skills, Knowledge & Experience Required Skills, Knowledge & Experience:
Education:

 This position requires a Bachelor’s degree in Planning, Public Administration, Transportation, Business Administration, or a related field. Related experience may substitute for educational requirements on a year for year basis.

Experience:

 This position requires at least two (2) years of either successful management experience for a major metropolitan area and/or managing public transportation with paratransit / bus operations as a supervisor or at least two (2) years of paratransit / bus operations as an operator and/or dispatcher. Qualifications /

Ability to interface effectively with all levels of County management.
Strong working knowledge of paratransit transportation operations.
Ability to coordinate with supervisor and other relevant Department personnel in the development of policies and procedures.
Ability to maintain confidential information and handle confidential matters.
Strong analytical and problem-solving skills.
Excellent verbal, written and interpersonal skills.
Accurate and detail-oriented, with excellent organizational skills and the ability to perform multiple tasks while priorities are under constant change.
Intermediate skill to use a personal computer and various software packages.
Monitoring and evaluating subordinate staff.
Preparing reports.
Maintaining logs and records.
Operating applicable office equipment.
Ability to work independently and proceed with objectives.
Ability to work extended hours, as necessary. Additional Information Relevant background checks, clearances, physicals, drug tests, and any other assessments or evaluations will be conducted after an offer of employment is given per County policy.

Physical Demands:

While performing the duties of this position, an individual is frequently required to stand, walk and talk or hear. Occasionally, an individual will need to sit, bend at the waist while working, and climb stairs. On rare occasions, the individual will need to reach or work with arms above shoulders, kneel, stoop, crouch or squat. The specific vision requirement listed for this position is: Close vision (clear vision at 20 inches or less).

Work Environment:

Duties will typically be performed in either an office environment (where the noise level is quiet to moderate) or at off-site locations and/or outdoors, which may necessitate dealing with excessive heat or cold and/or moderate to loud noise levels.

This position requires the following documents to be obtained, reviewed as acceptable by the supervisor, and re-obtained every five (5) years: PA Child Abuse
PA Criminal History
FBI Criminal History
Department of Transportation (DOT) medical card issued by a company-authorized healthcare provider.
Must possess valid PA motor vehicle operator’s license that is not under suspension or revocation and possess current automobile insurance coverage This is a safety sensitive position subject to US DOT Drug and Alcohol pre-employment, random, post-accident, reasonable suspicion and return to duty testing.
