DESCRIPTION/RESPONSIBILITIES:
POSITION SUMMARY

The Regional Port Captain is a Subject Matter Expert (SME) on tugs and towing operations who assists the Regional Vice President in ensuring and improving safety of operations and excellence in the fleet. The Regional Port Captain is expected to collaborate with operations, safety, and engineering teams for safe and efficient operations. When directed, the Regional Port Captain will directly interact with local management and marine personnel, including aboard Moran assets, to carry out corporate objectives in accordance with the company Mission Statement. The Regional Port Captain effectively works in an unsupervised capacity and communicates with employees shoreside and afloat. The incumbent will work independently and as a team member, demonstrating good judgment, initiative, and excellent organizational skills. Hours of work are Monday through Friday, 9am to 5pm, but the incumbent must be available, if required, during off-hours, weekends, and holidays. Frequent travel to ports of operation within the region is required, with some additional travel to other Moran locations expected.

SPECIFIC RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED, TO

 

  • Verifying Safety of Operations 
  • Identify and Correct, as necessary, unsafe conditions or behaviors. 
  • Regularly Review the Safety Management System for applicability and effectiveness. 
  • Verifying Operational Excellence 
  • Identify Opportunities for Improvement. 
  • Assist with Competency Evaluations and Performance Reviews. 
  • Assist with Crew Training and Professional Development. 
  • Ensure Deck Preventative Maintenance Program is effectively implemented. 
  • Develop, Observe and Incorporate Best Practices. 
  • Manage Regional and Corporate Programs 
  • Maintain an Inventory of Wheelhouse and Deck Equipment 
  • Manage the Wheelhouse and Navigation Safety Plan and Upgrade Program 
  • As directed, assist with the implementation of new policies, programs, or capital improvement projects. 
  • Support Regional Operations 
  • Assist with repair periods or new asset deliveries as required, including transits. 
  • Assist with preparation of tows and tow surveys. 
  • Assist with regulatory compliance. 
  • Assist with internal/external audits. 
  • Perform Asset Surveys as directed. 
  • Assist with Damage or Injury Investigations as directed. 
  • Monitor Weather Threats, Review Local Response Plans and Ensure Readiness 
  • Manage the Line Inventory and Replacement Programs 
  • Assisting with Voyage Planning and Reviewing Voyage Plans 
  • Maintain Engagement with Port Stakeholders as Appropriate 
  • Advise as directed.
REQUIRED QUALIFICATIONS

 

  • Minimum 5 years of work aboard Towing Vessels as Captain 
  • Current USCG Licensure to include Master of Towing Vessels with Near Coastal Endorsements 
  • Proficiency with Microsoft Office Programs 
  • Valid driver’s license and Transportation Worker Identification Card (TWIC). 
  • Proven successful management experience and demonstrated strong leadership skills and decisive decision-making. 
  • Ability to work effectively individually and as a team member. 
  • Demonstrated strong written and verbal communication skills, ability to take initiative, multi-task, interpret data, speak publicly, operate in stressful situations, and make quick decisions. 
  • Ability to speak publicly in large groups for presentations. 
  • Demonstrated good judgment, initiative, and organizational skills. 
  • Ability to prepare reports and presentations. 
  • Effective use of Microsoft Office computer skills, e.

g., Word, Excel, Outlook, and PowerPoint. 

PREFERRED QUALIFICATIONS

 

  • Bachelor’s degree in transportation or marine engineering. Work experience will be factored with education. 
  • Designated Examiner Endorsement 
  • Operations experience in the maritime industry.

 

PHYSICAL DEMANDS OF THIS POSITION INCLUDE THE ABILITY TO

 

  • Board a vessel whil moored via barge landing or underway via crew boat and withstand tug motion and high temperature areas for periods of time. 
  • Cross bulwarks; frequently walk, including on uneven surfaces; climb ladders and stairs; stoop; bend; stand or sit for prolonged periods of time; and use a keyboard and computer screen. 
  • Travel, including air travel.

PAY TRANSPARENCY

Our target pay range for the Regional Port Captain position is $150,000 -$180,000 per year. This pay range represents Moran’s commitment to pay transparency and is a reasonable estimate of possible compensation for this role at the time of posting.
