The Deputy Solid Waste Officer IIposition is responsible for investigating complaints of illegaldumping, illegal burning, and other waste related issues in theunincorporated areas of Baldwin County. The position assists inensuring that Baldwin County residents are participating in themandatory solid waste collection program, adhering to Alabama StateEnvironmental Laws and County Resolutions. This position isresponsible for generating enforcement, attending Show CauseHearings and District Court proceedings for properties found to beout of compliance. An employee in this position is frequentlyexposed to outside terrain and weather conditions.
Essential JobFunctions:
Investigates and monitors illegal dumps, illegal burning,or other waste related complaints. Acts as a liaison between stateand local regulatory agencies and/or departments to document andtracks specific problem areas or sites to bring about a unifiedresolution for all parties. Conducts on-site inspections to addresscomplaints of illegal dumping, illegal burning, and to ensureparticipation in waste collection program. This will beapproximately half of the workload assigned to thepositionParticipates and presents cases during Show Cause Hearings.
Prepares summons for District Court complaints post Show CauseHearing under the direction of the Solid Waste Officer/Director ofCompliance. Coordinates with the District Attorney’s Office onpending court cases. Provides documentation to the Billing Officeto sign up non-participating residents. Maintains all documents inan auditable and chronological state. Assists Director ofCompliance with collections operations as needed. Responsible forthe integrity of data and the confidentiality ofinformation.
Administers the systems administration functions asdetermined by the Director of Finance.
JOB REQUIREMENTS
RequiredSkills, Abilities and Knowledge:
Ability to communicate effectivelywith customers. Ability to organize a heavy workload and accomplishrequired tasks. Ability to produce reports with report writersoftware (Crystal Reports).Ability to prepare effective writtencorrespondence and effective verbal skills.
Ability to keep clericalrecords and prepare accurate reports. Knowledge of SWDA proceduresas well as general office procedures. Computer skills in variousprograms. Operate office machines such as a personal computer,copier, 10-key calculator, etc. Math skills to perform basicmathematical operations.
Knowledge of basic accounting procedures.
Reading skills to understand various documents.
Knowledge of filingsystem. Ability to maintain various databases used for reporting.
Education and Experience:
Must possess a valid Driver’sLicense.
Associate degree or equivalent, in an environmental scienceor related field. Five (5) years’ experience in local, state, andfederal environmental regulations. Experience with civil andcriminal investigations desired. Experience with input andmaintenance of customer service and complaint trackingdatabases.
Experience in a service orientated field with heavycustomer service preferred.
Special Requirements:
Ability to workunder stress of recurring deadlines.
Must be willing to workovertime, weekends, and holidays to complete work within aspecified time.
Willing to travel as required and adapt to differentwork environments. Self-motivated and a team player.
Performs allother duties as required.
Physical Requirements:
This positionrequires the employee to see well enough to read and write; hearwell enough to respond to verbal communications and speak wellenough to answer questions in a polite, courteous manner; Must havesufficient vision and hearing to safely navigate work sites andcommunicate effectively in noisy or hazardousenvironments.
Occasionally required to stand and walk with prolongedperiods of sitting at a desk and working on a computer with theability to reach with hands and arms; Must be able to walk, bend,climb, move, and stand for extended periods across uneven, rough,or slippery surfaces. Must occasionally lift and/or move up to 25pounds. Requires the ability to operate, maneuver and/or controlthe actions of computer and keyboard, equipment, machinery, tools,and/or materials used in performing essential functions.
Workrequires preparing and analyzing written or computer data andobserving general surroundings and activities.
Must be able toperform the duties of this position in various officesettings/locations when necessary. Tasks may be performed with someexposure to adverse environmental conditions, such as extreme heator extreme cold, dirt, dust, pollen, odors, wetness, humidity,rain, fumes, temperature and noise extremes, machinery, vibrations,electric currents, traffic hazards, animals/wildlife, violence,toxic/poisonous agents, disease, or pathogenic substances.
