NATURE OF JOB
This position involves advanced clerical work collecting and providing information to process billing, cash collections, building account history files, and customer service functions in the Solid Waste Department. Work involves rotation between scale locations and other solid waste facilities. Employees are expected to exercise independent judgment involving routine tasks and must be able to work with limited supervision. Employees in this position work directly with the public and are often the first line of contact for all visitors to the Solid Waste Department. Work is performed under the supervision of the Solid Waste Accounting Specialist.
Essential Functions and Responsibilities:
Opens scale house for business each day.
Operates solid waste weigh station; Collects, records, and processes daily revenues and waste disposal data.
Answers multi-line telephones, greets customers and direct visitors as needed.
Advise solid waste customers of disposal and recycling options for the various types of Municipal Solid Waste.
Researches and resolves customer questions and complaints regarding solid waste policies.
Collects customer, vehicle and container data base information for Solid Waste credit customers.
Records and maintains authorization for waste disposal, waste screening reports and asbestos disposal records as required by the Florida Department of Environmental Protection and U.S. Environmental Protection Agency.
Monitors incoming waste stream to screen out prohibited items such as biomedical and hazardous waste.
Performs related work as required.
Must have and maintain good interpersonal and communication skills and be able to deal with the public in a professional manner that presents a favorable image of Bay County.
Ensures work area and surrounding area is kept neat and clean by policing trash and debris as necessary.
Regular reliable full-time attendance as scheduled.
The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.
Performs other related duties as assigned.
Minimum Qualifications:
Graduation from high school or the equivalent and a minimum of three (3) years experience in responsible clerical or administrative work.
Must maintain good interpersonal and communication skills to deal with public.
Must be able to speak, write, and comprehend English language.
Evening and weekend work may be required
A comparable amount of training and/or experience may be substituted for the minimum qualifications.
LICENSES AND/OR CERTIFICATIONS
Possession of or ability to obtain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
Knowledge, Abilities and Skills:
Knowledge of modern office practice and procedures.
Knowledge of areas throughout Bay County, the solid waste program, solid waste composition, and waste oil handling requirements.
Skills in keeping legible and accurate records.
Must have good interpersonal and communication skills to deal with public.
Outstanding project management and organizational skills.
Excellent oral and written communication skills.
Proficiency in the use of MS Word, Excel, and Outlook is essential.
Ability to manage high volume of daily customer interactions.
Ability to use data and word processing equipment and related software.
Ability to manage a high work volume while maintaining a high degree of accuracy.
Ability deal with routine work issues with minimal direction or input from a supervisor.
Ability to maintain productive working relationships with coworkers, customers and the general public.
Ability to communicate clearly and effectively in English, both verbally and in writing
PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS
Work is primarily performed in an indoor, climate-controlled environment and is nearly absent from disagreeable elements (e.g., irate customer, extreme noise, heat, odors, heights and/or dust). This is primarily office work requiring limited physical effort. This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e. seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions. Frequent lifting of 10 to 15 pounds; occasional lifting of up to 25 pounds, and may require lifting up to 50 lbs.
