Exempt This responsible administrative and supervisory position oversees and administers the activities of the City’s industrial Pre-Treatment Program. This classification performs inspections, monitoring, and sampling of industrial and commercial facilities to ensure compliance with National, State and Local requirements for Industrial Pretreatment and Fats Oil and Grease (FOG) Programs, and sampling, monitoring and field testing. This position also includes routine laboratory analysis and reagent preparation. Working Conditions Indoor/Outdoor environment; high noise environment while performing certain responsibilities. Position reports to the Water Quality Manager. Essential Functions Plans and directs the activities of pretreatment personnel engaged in industrial pretreatment inspections, ensuring compliance with all applicable policies, procedures, regulations, and standards of quality and safety. Supervises pretreatment activities at East and West Water Treatment Plants and the Wastewater Reclamation Facility. Supervisory duties include assigning work and establishing work schedules, scheduling and approving leaves; instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; conducting performance appraisals; acting on employee problems; and recommending discipline, transfers, promotions and termination. Interprets federal, state, county, and local regulations; develops and executes programs for regulatory compliance. Oversees compliance with all plant permits (including some permit renewals). Prepares and ensures accuracy of all industrial pretreatment laboratory reports required for compliance with federal, state and local regulations including EPA,OSHA, DOH and DEP. Ensures proper maintenance, repair and calibration of pretreatment instrumentation and investigates and evaluates new equipment and methodology. Responds to citizen inquiries regarding water quality issues. Conducts product/process evaluations and consults with Utility Plant Management to improve treatment efficiency. Designs and implements special programs as directed by administrative superior. Reviews and amends Sewer Use Ordinance as necessary; prepares reports and documents for legal review; makes presentations to groups as needed. Prepares annual budget for Industrial Pretreatment Program for review by administrative superiors; monitors accounts payable by Pretreatment Industrial Users; issues fines. Explains and interprets regulations to owners and occupants of commercial establishments. Monitors required records, log books, and files. Oversees regulatory issues pertaining to water quality and pretreatment permits. Oversees and participates in pretreatment sampling activities for East, West and Wastewater Plants. Maintains familiarity with the National Environmental Laboratory Conference (NELAC) laboratory certification and sampling regulations. Performs general office work as required, including but not limited to entering computer data, copying and filing documents, answering the telephone, etc. Receives reviews, prepares and/or submits various records and reports. Operates various office equipment including a computer, calculator and telephone;operates field and laboratory equipment, Interacts and communicates with various groups and individuals such as the immediate supervisor, co-workers, other division/department supervisors and employees, and the general public. Prepares technical reports and submits to manager. Updates computerized data management system utilizing office automation systems, including issuance of permits and letters of violation. Receives and stocks supplies. Prepares reagents and sterilizes / cleans equipment. Performs related duties as assigned. Minimum Qualifications Bachelor’s degree from an accredited four-year college or university in biology, chemistry, environmental sciences, engineering, or a related field and 5 years of experience in utility or regulatory compliance work; including analytical or quality control laboratory work; or an equivalent combination of relevant education, training and experience that provides the required knowledge, skills and abilities. Must possess a valid Florida driver’s license.
Preferred Qualifications:

KNOWLEDGE, SKILLS & ABILITIES
Knowledge of federal, state and local regulations pertaining to municipal utility operations. Knowledge of modern practices and techniques of laboratory chemistry and bacteriology. Familiarity with water and wastewater processes including reverse osmosis/membrane treatment and wastewater reuse. Knowledge of operation and maintenance of specialized laboratory equipment used for water and wastewater analyses. Ability to make rational decisions through sound logic and deductive processes. Ability to communicate effectively in oral and written form. Ability to adapt to an evolving and continually improving environment. Ability to respond to supervision, guidance and direction of superiors in a positive, receptive manner. Ability to demonstrate a polite, helpful and courteous manner when engaged with the public. Ability to operate and care for equipment to manufacturer’s specifications. Vacation Permanent full-time employees earn up to ten days of vacation during their first year of employment. Accrual begins from the first month of employment, but cannot be used until after the third month of employment. Permanent part-time employees have the opportunity to earn vacation after the completion of one year of continuous service. Sick Leave Permanent full-time employees accrue sick leave at the rate of one day per month. The City pays the health insurance premium for the employee and 50% of the premium for dependents. Permanent full-time employees have the option of electing coverage from three plans: Health Network Only Plan (HMO), High Deductible Health Plan (HDHP) with HSA and Open Access Managed Choice Plan (POS). Permanent part-time employees have the option of electing coverage from two plans: Health Network Only Plan (HMO) and the High Deductible Health Plan (HDHP) The City also offers Dental coverage through Delta Dental. Pension (Defined Benefit Plan) Permanent full-time employees are automatically enrolled in one of the City sponsored pension plans, which are funded by mandatory City and employee contributions. The Plan provides a guaranteed income, based on years of service, to its members upon retirement. 457(b) Plan (Deferred Compensation Plan) Employees can elect to participate in this Plan, which enables the employee the option of deferring compensation on a pretax basis, not to exceed the applicable limits established by the IRC.
