GENERAL STATEMENT OF DUTIES
Under general supervision, the primary purpose of this position is to administer the County’s Solid Waste and other environmental programs. Other environmental programs for which this position may administer or provide program support may include any one or more of the following programs as may be approved by the
Guilford County Board of Commissioners:
County’s Water and Sewer Extension and Assessment, Road Paving Assessment, and Street Lighting Assessment. Supervises work of Community Environmental Services Program Staff in administration of recycling functions for the County. Employee in this position represents the County on matters pertaining to solid waste and environmental issues to the State of North Carolina and other local units of government. This position is characterized by frequent daily contract with the public, State and local appointed and elected officials, regulatory/compliance agencies (e.g., North Carolina Departments of Environment and Natural Resources) and other County departments. Primary work involves developing and maintaining solid waste and other environmental programs (as necessary) to ensure compliance with federal, state and local environmental regulations. Develops and implements public outreach and environmental education programs, special events, and fosters effective public-private partnerships and joint initiatives to advance solid waste management and environmental program goals. Employee must exercise independent judgment, discretion, and initiative in completing program tasks and handling public contact situations requiring considerable tact and knowledge of federal, state and County policies, procedures and programs. Duties include, but not limited to, developing recycling markets and sources, documenting and tracking solid waste and recycling data for monthly reporting, completing annual reports for the state on the Solid Waste Program, and providing team leadership and other environmental program activities, as necessary. Responds to customer inquiries and prepares and make presentations to students and the general public. Supervises and coordinates work of program staff (e.g., Environmental Inspections Program Specialist, Lead Recycling Site Operator and Recycling Site Operator) to ensure that program activities (i.e., receiving, processing and preparing) are performed in compliance with established guidelines, protocol, and procedures. Supervises staff which also includes prioritizing and assigning work, conducting performance evaluations, ensuring staff is trained and performing work in compliance with established guidelines and protocol, and makes hiring, termination and disciplinary recommendations. Reports to the Director of Planning and Development and is evaluated through reports, conferences and analysis of overall results obtained.
DISTINGUISHING FEATURES OF THE CLASS
This position is responsible for the administration of daily activities of the County’s Solid Waste and Recycling Program, and the County’s Water and Sewer Extension and Assessment Program, Rural Road Paving and Street Lighting Assessment Program. This employee oversees the County’s State-mandated solid waste management plan which includes establishing overall program objectives, planning and conducting on-going projects, and monitoring the operation of the County’s scrap tire, white goods, electronics, hazardous and household hazardous waste and comingled recycling drop-off programs, and licensing of private garbage collectors. As team leader, monitors and coordinates program operational activities of the Lead Recycling Operator, Recycling Operator, and Environmental Inspections Program Specialist. Works with and collaborates with the Environmental Inspections Program Specialist to resolve complaints about improper or illegal disposal, and implementation of public outreach and environmental education programs. As work is performed both in the office and in the field, responds by phone, e-mail or in person, to daily issues that arise and ensure special projects are completed in a timely manner. Designs, implements and oversees new programs and services by developing policies and procedures, formulating requests for the purchase of necessary equipment and supplies, training and directing staff, and implementing associated public awareness/educational campaigns. This position also may represent the Environmental Services program(s) as part of the County’s Technical Review Committee for new and expanding developments. Recruits and coordinates volunteers to assist with special recycling/waste reduction events/efforts. Administers and negotiates solid waste and recyclable commodities contracts, and prepares invoices for timely payments. Assists with establishing annual Division budget, program capital improvement plan, and monitors ongoing expenditures for certifying State-mandated program reporting. Examples of Duties

Represents Community Services Division at public events, meetings, conferences, etc. Maintains active involvement and represents the County in state and regional solid waste and environmental organizations. Administers and/or serves as back-up for Water/Sewer/Road Paving/Street Lighting Programs. Research projects, as assigned. County’s Water/Sewer/Road Paving/Street Lighting Program Administration of daily activities of the County/ Water/Sewer/Road Paving/Street Lighting Programs. Maintains all files for programs administered by Division. Maintains financial records for projects. Maintains all contract books for programs administered by the Division. Administration of long and short term projects, as assigned. Represents the Community Services Division at public events, meetings, conferences, etc.
RECRUITMENT STANDARDS
Knowledge, Skills and Abilities:
Ability to communicate effectively orally and in writing. Ability to effectively communicate program activities, objectives, goals, and accomplishments understandable by individuals with diverse socio-economic and cultural backgrounds. Ability to work with limited supervision. Ability to conduct accurate research, prepare narrative and statistical reports, and present findings in order to make recommendations. Ability to be detail-oriented. Knowledge of computer programs and technology. Knowledge of solid waste practices, technologies and processes used in the collection, recycling/processing and disposal of regulated and non-regulated wastes, as applicable to government solid waste services and operations. Ability to work well with others in solving disputes and problems. Knowledge of and ability to administer program-related grants. Effective project management and organizational skills. Knowledge of solid waste management planning and principles. Knowledge of principles and practices of urban and regional planning as functions of state and local government, necessary for the development of policies and procedures for solid waste management affecting incorporated and unincorporated areas of the County. Knowledge of state, local and federal environmental rules, laws, policies and procedures.
Typical Qualifications Minimum Qualifications:
Four year degree in Public Administration, Engineering, Planning or a related field and five years of administrative experience in a public works field; OR, Nine or more years of administrative experience in a public works field. Must have strong writing, verbal and project management skills, be detail oriented, computer literate, have basic knowledge of civil engineering, cost estimating, and knowledge and use of office equipment. Must possess a valid North Carolina driver’s license or ability to obtain within 6 months. Occasional additional time may be needed to meet deadlines and accomplish tasks. Supplemental Information Physical Demands and Work Conditions An employee in this position must be able to physically perform the basic life operational functions of stooping, kneeling, reaching, standing, walking, pulling, lifting, fingering, talking, and hearing. The work entails tasks accomplished both in the field and in the office. Field work requires the ability to navigate complaint and dump sites, often with uneven terrain, and in settings where heavy equipment is used for clean-up purposes. Some evening and weekend events, meetings, and presentations, are required. Driving is Essential Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria. If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.
