Description The Johnston County Solid Waste Department has an immediate opening for a Solid Waste Recycling & Facilities Technician. Work includes operating heavy equipment to maintain the Johnston County Solid Waste Landfill, to clear land, haul dirt to cover landfill solid waste, grade and landscape the landfill sites. An employee in this class assists the public with unloading and sorting solid waste and recyclable materials at a solid waste and recycling materials collection site. Work includes maintaining site in neat and clean condition, providing information about operations and policies to customers, and assisting disabled customers and other related tasks. Employees in this class will also drive and operate roll-off trucks to transport solid waste materials and recyclable materials at the landfill facility. The employee is subject to working in outside environments, in extreme cold and hot weather, and around hazards in the workplace to include exposures to loud noises, vibrations, proximity to moving mechanical parts, and exposure to chemicals, fumes, odors, dusts, mists, gases, oils and insects. Worker is also subject to the final OSHA standards on blood borne pathogens. Work is assigned daily and is reviewed by observation of quality and quantity of work completed and timeliness of completion. This position is open until filled. Duties and Responsibilities Greets and instructs customers when unloading materials from vehicles and placing in appropriate bins and answers questions for customers regarding waste and recycling programs and procedures Monitors the unloading of materials for adherence to regulations and screens materials for proper content and for proper use of containers Operates and performs daily maintenance to stationary compactor equipment used to pack waste and recycling materials Maintains clean public areas by picking up trash and debris and disposing in appropriate areas and/or receptacles Performs responsible skilled work in the operation and daily maintenance of heavy roll-off trucks, dump trucks and pick-up trucks used to transport solid waste and recycling materials at the facility Performs responsible skilled work in the operation and daily maintenance of loaders and hydraulic lifts used to load and unload waste, recycling materials, mulch, or other similar materials Operates two-way radio and phone to communicate with supervision and staff Makes and maintains simple records of work activities Participates in the County’s Safety Program and adheres to safety procedures and policies of the department Knowledge, Skills and Abilities Thorough working knowledge of policies and techniques regarding the collection and sorting of various solid waste and recycling materials Thorough working knowledge in the use, care, and daily maintenance of assigned vehicles, equipment and tools Thorough knowledge of traffic laws and regulations regarding operation of commercial vehicles Considerable working knowledge of safety regulations, occupational hazards, proper use of PPE, and related safety precautions in the workplace Strong ability to interpret and apply waste and recycling policies in various conditions and to communicate tactfully with customers Strong ability to understand and follow oral and written instructions and to exercise independent initiative Strong ability to establish and maintain effective working relationships with coworkers, supervisors, and other County employees Desired Education and Experience Valid NC Driver’s License Valid
