E JOB SUMMARY
This position is responsible for managing the county’s solid waste operations.
MAJOR DUTIES
Manages county landfill operations. Oversees the operations of convenience sites. Manages the collection and transport of solid waste. Responds to and resolves customer complaints and concerns. Trains, assigns, directs, supervises, evaluates, and disciplines personnel. Ensures compliance with local, state, and federal regulations. Purchases equipment and operating supplies; prepares bid specifications. Prepares annual budget requests and manages the expenditure of approved funds. Prepares compliance reports. Manages department files and records. Participates in the repair and maintenance of equipment as needed. Performs related duties. Responds to after hour emergencies as needed.
KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of management and supervisory principles and practices. Knowledge of department and county policies and procedures, and federal, state, and local laws and regulations. Knowledge of budget management procedures. Knowledge of solid waste management principles and practices. Knowledge of landfill management principles and related state and federal regulations. Skill in planning, organization, and decision making. Skill in the supervision of personnel. Skill in public speaking and public relations. Expertise in customer service principles and practices. Proficiency in work safety principles. Proficiency in recyclable coordination practices. Expertise in equipment operation, maintenance, and repair principles. Skill in oral and written communication.
SUPERVISORY CONTROLS
The Public Works and Utilities Direcctor assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.
GUIDELINES
Guidelines include state and federal regulations and county and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.
COMPLEXITY/SCOPE OF WORK
The work consists of varied management, administrative, and supervisory duties. Strict regulations contribute to the complexity of the position. The purpose of this position is to manage county solid waste operations. Successful performance results in the provision of efficient and effective solid waste management services.

Contacts are typically with co-workers, other county personnel, vendors, state inspectors, and members of the general public. Contacts are typically to give or exchange information, resolve problems, motivate personnel, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, bending, crouching, or walking. The employee occasionally lifts light objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell. The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to machinery with moving parts, contagious or infectious diseases, or irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Landfill Operations Manager, Recycling Coordinator, and Administrative Assistant.
MINIMUM QUALIFICATIONS
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience. Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated. Possession of or ability to readily obtain a valid Class B commercial driver’s license issued by the State of North Carolina. Possession of or ability to readily obtain Manager of Landfill Operations certification.
