Recycling Business Development Team Lead State of North Carolina – Dept of Environmental Quality Wake County, NC • Hybrid work Description of Work Are you passionate about the environment and want to make a difference? DEQ has an open opportunity for a Recycling Business Development Team Lead. This is a REPOST of position 65038142. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management. This position in the Division of Environmental Assistance and Customer Service serves. as team lead on recycling infrastructure development and technical assistance to recycling businesses and manufacturers statewide, tracking Recycling Business Assistance Center (RBAC) team activities, establishing systems to monitor growth of NC circular economy and recycling business development. This team lead position, along with other RBAC staff members, provides technical assistance, conducts research, and pursues other activities to build statewide recycling infrastructure, recycling market and business development, and recycling business recruitment to support the state’s circular economy. Clients may include large-scale manufacturers, recycling and material processors, waste, compost, and recycling haulers, international, regional, and small-scale entrepreneurs, and other waste generators.
Key Responsibilities:
Provide advanced technical assistance to North Carolina-based recycling companies and to recycling companies interested in locating in North Carolina in support of strategic efforts to reduce waste and foster economic growth statewide. Mentor staff in delivery of this technical assistance in support of DEQ’s strategic goals to advance North Carolina’s circular economy. Oversee the Recycling Business Development Grant program, including the development and execution of the annual request for proposals, the review of grant funding applications, the participation in grant award decision-making, establishment grant contracts, and staff oversight of the implementation of assigned grant projects. Serve as the lead technical resource on recycled material supply, facility operational and equipment options, and potential financing and business assistance services, including recycling grants and incentives used in the recruitment and retention of businesses. Conduct studies, analyze grant program reports, and utilize data to inform the strategic planning efforts, grow the NC circular economy and improve technical assistance to clients. Working with Division leadership and team, conduct site visits, arrange and facilitate training/networking events, and create and distribute information on recycling business best management practices, the recycling materials supply chain, and business expansion opportunities. Establish and maintain partnerships with key organizations that support the expansion of North Carolina’s recycling businesses and the circular economy. Support the supervision of three team members.

Management Preferences:
