COUNTY JOB DESCRIPTION

for

SOLID WASTE DEPARTMENT ESSENTIAL WORK FUNCTIONS

Under general supervision, performs specialized administrative and fieldwork in the operation of the County environmental program and clerical work in the operation of solid waste scales for the Solid Waste Department. Work also involves operating a computerized scale to determine the amount of solid waste entering the County’s solid waste landfill system, calculation fees, preparing invoices, making bank deposits, etc. Employee is also responsible for responding to inquiries from the public. Employee is subject to the usual hazards involved in and around the use of sanitation equipment. Duties performed by individual employees may vary according to the County’s need. Reports to the Solid Waste Director.

SPECIFIC DUTIES AND RESPONSIBILITIES ESSENTIAL JOB FUNCTIONS

 Monitors the landfill environmental program.  Operates equipment designed to ensure compliance with EPA and North Carolina Standards. Maintains all wells (gas and water) ensuring all required parameters are met. Prepared environmental reports as required by North Carolina Air Quality. Operates Scrap Tire Program in accordance with North Carolina Department of Environment, Health and Natural Resources regulations.  Monitor and collect samples/data required by the

EPA NPDES.

 Serves as the County recycling inspector and hazardous waste (screening) inspector, in accordance with appropriate North Carolina regulations; monitors County methane migration; preforms Erosion and sediment control inspections.  Serves as a member of various committees, attending meetings and providing input based on expertise and observations, as appropriate.  Manages the Recycling Program; coordinating the collection and processing of recyclable materials.  Weigh trucks on computer operated scale system; calculates and receives fees; prepares invoices and receipts; prepared and delivers daily bank deposits.  Issues citations and fines for improper loads, mixed loads, unsecured loads and uncovered loads brought in for solid waste disposal.  Utilizes computerized data entry equipment and file maintenance programs to enter, store, and/or retrieve information as requested or otherwise necessary; summarizes data in preparation of standardized reports.  Establishes and maintains a variety of tangible files, filing and retrieving information as requested or otherwise necessary.  Answers telephones and provides information to the public based on knowledge of solid waste disposal and weighing procedures. Environmental Technician-Solid Waste Grade 67  Maintains cleanliness of Department facilities, include pressure washing equipment.  Directs landfill traffic to proper locations.  Prepares scrap-tire certificates.  Open and secures the office at the days’ beginning.

ADDITIONAL JOB FUNCTIONS

 Makes oral presentations before groups touring the landfill on topics.  Maintains cleanliness and operational readiness of scales and work area.  Performs general clerical duties as needed.  Distributes information sheets regarding location sites and recyclable material for landfill patrons.  Performs other related work as required.

KNOWLEDGE, SKILLS AND ABILITIES

 Some knowledge of the standard methods, materials and equipment employed in basic landscaping and ground maintenance operations.  Some knowledge of the operation of the equipment and tools used in grounds maintenance and digging work.  Ability to understand and learn the occupational hazards and proper safety precautions to be taken in grounds and maintenance work.  Ability to perform strenuous work under carrying weather conditions.  Ability to understand and follow oral and written instructions.  Ability to establish and maintain effective working relationships as necessitated by work assignments.  .

MINIMUM TRAINING AND EXPERIENCE

 Graduation from high school and 1 to 2 years of experience in landfill and/or clerical work; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

SPECIAL REQUIREMENTS

 Possession of a valid North Carolina Driver’s License.  Certification as a Public Weighmaster by the North Carolina Department of Agriculture Environmental Technician-Solid Waste Grade 67 MINIMUM

STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements:

Must be physically able to operate a variety of machinery and equipment, including computers, copiers, calculators, facsimile machines, sample- collections kits -etc. Requires the ability to exert up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for sedentary work. Requires the ability to maintain body equilibrium when bending, stooping, crouching, climbing, reaching and/or stretching arm, legs, or other parts of the body and to physically maneuver over and/or upon varying terrain, surfaces, or physical structures. However, if the use of arm and/or leg controls requires exertion of forces greater than that of sedentary work and the work sits most of the time, the job is rated for light work.
