COUNTY JOB DESCRIPTION
for
SOLID WASTE DEPARTMENT ESSENTIAL WORK FUNCTIONS
Under supervision, performs specialized clerical and book keeping work in the operation of solid waste scales for the Solid Waste Department. Work involves operating a computerized scale to determine the amount of solid waste entering the County’s solid waste landfill system; calculating fees, preparing invoices, making bank deposits, etc. Employee is also responsible for responding to inquiries from the public. Duties performed by the individual employee may vary according to the County’s needs. Reports to the Office Manager.
SPECIFIC DUTIES AND RESPONSIBILITIES ESSENTIAL JOB FUNCTIONS
Weigh trucks on computer operated scale system, calculates and received fees, prepare invoices and receipts, prepares and delivers daily banks deposits. Utilizes computerized data entry equipment and various word processing, spreadsheet and/or file maintenance programs to enter, store and/or retrieve information as requested or otherwise necessary; summarizes data in preparation of standardized reports. Establishes and maintains a variety of tangible files, filing and retrieving information as requested or otherwise necessary. Answers telephones and provides information to the public based on knowledge of solid waste disposal and weighing procedures. Assists with minor maintenance and related care of equipment used in landfill operation, maintains cleanliness of Department facilities. Directs landfill traffic to proper locations. Opens and secures the office at the day’s beginning and end. Serves as a member of various committees, panels, commissions, etc., attending meetings and providing input based on expertise and observations, as appropriate.
ADDITIONAL JOB FUNCTIONS
Prepares scrap tire certificates. Prepares information sheets regarding location of sites and recyclable materials for landfill patrons. Replaces misplaced tickets. Distributes employment and credit applications. Performs other work as required.
MINIMUM TRAINING AND EXPERIENCE
Graduation from high school and 1 to 2 years of experience in clerical and/or bookkeeping work; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Weighmaster Grade 61 SPECIAL
REQUIREMENTS
Certification as a Public Weighmaster by the North Carolina Department of Agriculture.
MINIMUM STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements :
Must be physically able to operate a variety of equipment and machinery such as computers, scales, calculators, etc. Must be physically able to operate motor vehicles. Requires the ability to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demands requirements are in excess of those for sedentary work. Light work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Working knowledge of the operation of a solid waste scale and the associated peripheral equipment used in weighing and recording weights of vehicles delivering waste to the landfill. Working knowledge of the operation of the County recycling program. Working knowledge of pertinent ordinances, policies and procedures associated with wastes disposal systems. Skill in the operation of common office machines, including popular computer driven word processing, spreadsheet and file maintenance programs. Ability to accurately read scales and record data.
