Position #12090 Typical Starting Salary Range is $37.22 – 51.07/hr The State of New Hampshire, Department of Environmental Services, Water Division, Wastewater Engineering Bureau has a full time vacancy for a Residuals Managment Section Supervisor.
Summary:
Supervises a staff of professional and technical personnel involved in the management of the sludge, biosolids and septage programs to ensure that sludge, biosolids and septage facilities and land application sites comply with applicable federal and state laws and department rules.

: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS
Education :
Master’s degree from a recognized college or university with major study in biology, chemistry, environmental conservation, environmental engineering, natural resources, hydrology, water resources management, soil science, wastewater management, or related environmental science.
Experience :
Seven years’ experience as an environmental engineer or environmentalist in a professional environmental field related to wastewater, septage, sludge, or waste management, or other related environmental disciplines, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation or related management experience.
OR Education :
Bachelor’s degree from a recognized college or university with major study in biology, chemistry, environmental conservation, environmental engineering, natural resources, hydrology, water resources management, soil science, wastewater management, or related environmental science.
Experience :
Eight years’ experience as an environmental engineer or environmentalist in a professional environmental field related to wastewater, septage, sludge, or waste management, or other related environmental disciplines, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation or related management experience.
LICENSE/CERTIFICATION
: Must possess a valid driver’s license and have access to transportation for statewide travel in order to perform professional fieldwork.
Responsibilities:
Manages a staff of professional and technical personnel to ensure that sludge, biosolids and septage facilities and land application sites comply with applicable federal and state laws and department rules. Recommends and drafts proposed legislation and provides testimony to various legislative committees, to implement appropriate federal and state laws regarding the department’s sludge, biosolids, and septage permit programs. Provides technical assistance to applicants and consultants to explain the section’s program requirements to ensure compliance with rules and to encourage best management practices. Communicates with public officials (local, federal and state), Water Council, engineers, attorneys, and the general public on behalf of the department’s sludge, biosolids, and septage permit programs. Prepares technical reports, presentations and summaries per legislative requirements and for various public and trade groups regarding the sludge, biosolids, and septage permit programs. Develops and conducts rulemaking to reflect legislative mandates and technology changes regarding the department’s sludge, biosolids, and septage permit programs. Performs special assignments on an as-needed basis to solve unique technical and scientific wastewater treatment problems. Represents the department in technical matters concerning sludge, biosolids, and septage research and on enforcement actions. Reviews, evaluates, and approves sludge, biosolids and short paper fiber analytical data and supporting documentation and issues sludge quality certification (SQC) to municipal and industrial facilities; conducts facility and site visits to sample sludge, biosolids, and short paper fiber and provides for their analysis and data evaluation for consistency with sludge quality certification. Continually seeks to improve practices to add quality and value in support of the Department’s mission while identifying and eliminating unnecessary or redundant actions.
