POSITION SUMMARY:
POSITION SUMMARY
Responsible for planning, organizing, coordinating, supervising, evaluating the programs and staff involved in the recycling, litter control and code enforcement functions of the County.
ESSENTIAL FUNCTIONS
This class specification lists the major duties and requirements of the job and is not all-inclusive. Plans, schedules, supervises, reviews and evaluates the work of assigned staff. Must be able to respond to employee’s phone calls/messages that may occur morning, afternoon, and night throughout the week. Assures employees are set up in time clock system and time is accurately documented. Recommends selection of staff; trains staff in work procedures; administers discipline as required. Schedule sites working around employee absences and vacancies. Work with Human Resources to fill vacancies. Must be able to keep up with budget funds and complete paperwork for purchases. Assists in developing and implementing goals, objectives, policies, procedures and work standards for assigned activities and programs. Provides training to new employees on all aspects of safety requirements relevant to their position; provides updated safety training on an as needed basis. Follows up with vendors about invoices and scheduling services. Plans and coordinates programs and activities; estimates time, cost, labor and material needs; assigns personnel and orders necessary equipment and materials. Inspects work in process; makes field decisions regarding modifications; provides technical advice to staff and solves operational problems; inspects the work of staff and approves work in progress and upon completion. Ensure sites are stocked and inventory is managed at sites. Performs outreach activities with community and business groups. Coordinates County hazardous waste collection activities and programs. Complete applications, submittal and administration of grants. Responds to questions and complaints from the public; ensures satisfactory resolution; coordinates activities with those of other County organizational units. Observes safe work methods and utilizes safety equipment related to the work. Uses and performs minor maintenance on hand, power and shop tools and test equipment related to the work. Assists with maintenance and collection activities as required. Completes reports of work performed; complete weekly, monthly, and semiannual reports. Completes forms and maintains accurate maintenance records. Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and Experience:
High School Diploma/GED, AND four (4) years of program management experience; OR an equivalent combination of education, training and experience.
Required Knowledge and Skills Knowledge of:
Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline. Administrative principles and practices including goal setting, program development and budget administration. Materials, methods, practices and equipment used in recycling/waste collection and management. Operation, preventive maintenance, and minor repair of equipment. Principles and practice of solid waste, hazardous materials and recycling materials processing, disposal and management. Safety practices, safe work methods and safety regulations pertaining to the work. Computer applications related to the work. Applicable laws, codes and regulations. Correct business English, including spelling, grammar and punctuation. Job estimation principles and practices. Techniques for dealing with a variety of individuals from various ethnic and social backgrounds.
Skill in:
Planning, organizing, supervising, reviewing and evaluating the work of others. Training others in policies and procedures related to the work. Supervising assigned programs, projects and activities. Reading and interpreting plans, maps and specifications. Estimating necessary materials and equipment to complete assignments. CERTIFICATES, LICENSES, AND REGISTRATIONS
Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation. Driver’s license. OSHA certificate within 6 months of employment.
