JOB SUMMARY
The purpose of the class is to plan, direct and supervise the daily operations of the Solid Waste Division; to promote waste reduction and recycling to the public; and to perform other administrative and supervisory work as required. This class works within broad policy and organizational guidelines, does independent planning and implementation and reports progress of major activities through periodic conferences and meetings. ESSENTIAL JOB FUNCTIONS
Plans, organizes and directs the programs and activities of the Solid Waste Division. Assists the Public Works Manager or Department Head in the development and administration of the Solid Waste Budget and Capital Improvement Plan; monitors budgetary expenses; and recommends courses of action to remain solvent. Assists in the development of equipment needs; ensures proper operation and maintenance of existing equipment. Supervises assigned staff; supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; approving employee discipline and recommending employee discharge as appropriate; enters and approves time sheets. Reviews the work of assigned staff for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed. Provides for adequate staff training opportunities. Assists in developing and administering the department budget; ensures effective and efficient use of budgeted funds, personnel, materials, facilities and time. Develops and implements division policies and procedures. Evaluates County solid waste management needs; formulates short-range and long- range plans to meet those needs in accordance with applicable laws and regulations. Analyzes department schedules and workloads; makes adjustments as necessary to ensure optimum productivity and efficiency. Works collaboratively with contracted haulers to remain efficient within daily operations Supervises and participates as needed in daily solid waste activities, including, but not limited to, the maintenance of waste collection sites, loading and unloading trucks; operates heavy equipment as needed to assist subordinates with daily tasks. Monitors, tracks and reports the disposal of solid waste at the landfill and the collection and hauling of recyclable materials to the recycling facility in accordance with all contractual agreements and in compliance with all State and Federal regulations. Inspects sites for compliance with policies, procedures, laws, regulations, and standards of cleanliness and safety. Prepares request for proposals; reviews proposals; and makes recommendations for solid waste services. Ensures the timely transport of waste from haulers at collection sites to the County landfill. Orders, maintains inventory of and ensures proper maintenance of all department supplies, tools and equipment. Participates in efforts to increase public awareness, understanding and support of department operations; and to promote the benefits of waste reduction and recycling. Coordinates the clean-up of illegal dump sites. Provides support and assistance for the Adopt-a-Highway program. Prepares a variety of studies, reports and related information for decision-making purposes and as required by the County and regulatory agencies. Coordinates divisional activities and functions with those of other County divisions, departments, municipalities and outside agencies as appropriate. Receives, responds and provides resolutions to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility. Represents the County in matters relating to solid waste management and the Solid Waste Division; provides guidance to the general public, public and County officials. Performs general administrative/clerical work as required including, but not limited to, preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, utilizes various computer software programs using laptops and tablets, to include answering the telephone, etc. Attends training, meetings, conferences, seminars, etc., as appropriate to maintain awareness of current and new trends, technology and legislation pertaining to solid waste management operations and administration. Coordinates and supervises clean-up efforts after storms, heavy rains, hurricanes, etc., during this coordination period the employee will be required to be on call 24/7. Additional hours/days will be required during this clean-up period. Performs other related job duties as assigned.
Qualifications Education and Experience:
High school diploma or GED. Requires at least six (6) years of related work experience.
Special Qualifications:
Must possess a valid state driver’s license. CDL class A preferred.
