ESSENTIAL TASK

Assists in planning, organizing and directing the programs and activities of the Solid Waste & Recycling Division, including residential and commercial garbage collection, recycling collection, refuse control and landfill operations. Supervises assigned supervisory and support staff; supervisory duties include instructing; planning, assigning and reviewing work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; recommending and approving employee discipline and recommending discharge as appropriate. Develops Standard Operating Procedures (SOPs) for the Division to ensure consistency and continuity in the operations of the Division. Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed. Provides for adequate staff training opportunities. Assists in developing and administering the division’s budgets; ensures effective and efficient use of budgeted funds, personnel, materials, facilities and time. Prepares and reviews contracts for solid waste services. Assist in developing and implementing division policies and procedures. 2 Evaluates County solid waste management needs and formulates short-term and long-range plans to meet those needs in accordance with applicable laws and regulations. Designs and/or reviews plans and specifications for solid waste disposal facilities for the approval of County Council and regulatory agencies. Analyzes division schedules and workloads; makes adjustments as necessary to ensure optimum productivity and efficiency. Assists in preparing briefing documents for County Council. Makes presentations to Council regarding Solid Waste & Recycling activities as needed. Inspects operations and subordinates’ work for compliance with policies, procedures, laws, regulations, and standards of cleanliness and safety. Coordinates the resolution of solid waste management issues with SCDHEC, the City of Columbia, other municipalities and other agencies as necessary. Meets with citizens to discuss and resolve problems associated with division operations and projects, and participates in efforts to increase public awareness, understanding and support of division operations, and to promote the benefits of waste reduction and recycling. Prepares a variety of studies, reports and related information for decision-making purposes and as required by the County and regulatory agencies. Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility. Performs general administrative/clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, answering the telephone, etc. Attends training, meetings, conferences, seminars, etc., as appropriate to maintain awareness of current and new trends, technology and legislation pertaining to solid waste management operations and administration. Acts as General Manager in the absence of the General Manager. All other duties as assigned.

SPECIAL CERTIFICATIONS AND LISENSES

Must possess or have the ability to possess Certified Landfill Operator or Certified Landfill Manager certification within 12 months. Must possess a valid state driver’s license.

EXPERIENCE REQUIREMENTS

Requires at least six years of experience in recycling and solid waste management. Supervisory experience is preferred.
