Job Description

Equipment Operator – Landfill County of Lycoming Montgomery, PA 17752 DESCRIPTION Required to operate all County equipment in a safe and effective manner under the direction of Resource Management Services Management to insure that the landfill site is operated in accordance with DEP regulations and County policies. Assists consulting engineers, contractors, and specialized maintenance consultants as required. Work is performed under general supervision of supervisor.

SPECIFIC DUTIES

Maintains accurate records on work performed daily whether labor duties or equipment usage. Proper operation of all landfill equipment in a safe and effective manner according to Lycoming County and Lycoming County Resource Management Services safety rules and regulations. Performs daily and routine maintenance, fueling, oil and fluid toppings, as well as detailed repairs to screen plant. Performs daily and routine cleaning of landfill equipment you are operating. Performs daily placement and compaction of waste as per DEP regulations. Excavates, loads and transports earth cover. Operates shale or stone screening unit for processing. Reloads and transports desired product to different work area as needed. Constructs and maintains access roads, and keeps roads clear of rocks and other obstructions. Maintains dust control on all access roads. Maintains a clean working area wherever working on or off site. Performs routine snow plowing and cindering when needed on and off site. Required to be trained on the proper set up of laser equipment, and the use of a lock level. Must have ability to interact with employees at all levels of the organization and general public. Operate the landfill in compliance with DEP approved operations plan. This includes maintaining exterior slopes at 3:1 or 33%. Cover refuse daily. When ability allows, employee is required to be trained and pass the following: CPR, basic first-aid, self contained breathing apparatus and confined space rescue. Must assist with maintenance and repairs of the landfill site where needed. Must report all accidents and injuries to any county equipment or employee to their supervisor. Other duties as assigned. Must utilize work time and equipment that the position is responsible for. As ability allows, assists in any work situation or capacity needed in an emergency situation RMS facilities. Operate in a safe manner the following CDL Class A vehicles: Water Tanker for dust control, Self Dump tractors to haul waste to the working face, Leachate tanker used to haul leachate, Lowboyused to move equipment and various dump trucks used to remove snow and haul material. Performs tasks for other RMS divisions as assigned, including but not limited to earth moving operations, waste movement operations, gas collection operations, leachate operations, recycling collection operations, recycling processing operations, transfer station processing operations, transfer station truck driving operations, support functions, etc.

SUPERVISORY RESPONSIBILITIES N/A WORKING CONDITIONS

Outdoors in all types of weather conditions (heat and humidity, snow and ice, wind and rain). Ability to walk and climb on rough and uneven terrain. Ability to climb up and access equipment operating compartments. Works irregular hours when required or in emergency situations. Includes heavy lifting of materials used in each work situation assigned at the landfill site. Uniforms will be issued to full time employees. Employees are required to wear all appropriate equipment at the proper times and in the proper environments.

JOB REQUIREMENTS

Requirements include a Trade School certificate or (2) years related experience. Ability to use common laser equipment, and hand held lock level to follow grade. Ability to read and follow instructions. Performs work with minimal supervision. Must possess a valid PA drivers license. Possess a valid CDL Class A with tanker endorsement, licensed to drive manual shift trucks and valid CDL medical certificate. Subject to random drug and alcohol testing while in performance of duties per the Federal Motor Carrier Laws. Must operate RMS equipment in a safe and proper manner. Each employee is directly responsible for the proper care of county property, equipment, and vehicles placed in his or her charge either temporarily or permanently. Must submit to and pass a pre-employment drug screening and background check per County policy.
