BILLING AND CUSTOMER SERVICE MANAGER

Reporting Relationship:
FINANCE DIRECTORGeneral Purpose:

Under the general direction of the Finance Director this position, supervises Customer Service staff, and performs a variety range of utility billing services; and performs other duties as assigned.

Essential Functions:

1. Prepares utility bills2. Assist with budget preparation.3. Assist with accounts payable items as needed.4. Supervises the collection of utility bills.5. Over sees customer service operations.6. Maintains and uploads data to and from the meter reading company.7. Prepares reports of revenue and utility consumption,as needed.8. Prepares monthly reports for Gross Receipt Tax,Public ServiceTax and Sales Tax.9. Schedules and assigns work to customer service staff.10.Ensures that policies and procedures are adhered to from all customer service staff.11.Handles all complaints/issues from customers, that are not resolved at the front counter.12.Count and reconcile daily deposits.13.Upload remote deposits and auto debit files to the Bank.14.Process all return deposit items and Account Receivables Adjustment Forms. 15.Assist with other Account Receivable items, as needed.16.Attend Commission Meeting at the request of the Department Head or The Manager.17.Assists with other Finance related functions, as needed, such as maintaining departmental records, filing, and retrieving documents, and cross-functional training.1

Minimum Qualifications:
  • Knowledge, Skills

  • bilities:

Knowledge of principles and practices of general, fund, and governmentalaccounting.

Knowledge of ADG and BSandA or similar fund management software.

Knowledge of GAAP, GASB and GFOA accounting standards and requirements.

Knowledge of principles and practices of municipal budgeting; laws and ordinances relating to the financial administration of public agencies.

Knowledge of computer and other office equipment to prepare necessarydocumentation and reports.

Knowledge of the policies, procedures, practices, codes, rules, regulations and laws necessary in performing the essential functions of the duties assigned.

Knowledge of proper terminology in the performance of duties assigned.

Knowledge of occupational hazards and safety precautions of the work assigned.

Knowledge of supervisory principles, practice and procedures.

Ability to communicate effectively orally and in writing.

Ability to supervise the works others effectively.

Ability to establish and maintain effective working relationship with all levels of[]{style=”font-stretch: normal; li”}
