ESSENTIAL FUNCTIONS AND BASIC DUTIES 1.
Participates in the development and implementation of effective Commercial Lending Department policies, procedures, and planning. a. Monitors and evaluates work quality, efficiency, and productivity. Ensures department work is of high quality. Seeks new methods to accomplish departmental tasks. b. Ensure department functions are completed in accordance with established policies, procedures, program requirements, and related legal standards. c. Executes established operational goals and ensures that corporate-wide plans and programs are complemented and supported. d. Develop policies, procedures, and standards for Commercial Lending. Conduct periodic reviews of existing policies and procedures to ensure that they are effective and current. 2. Responsible for the effective administration of Commercial Lending functions. a. Monitors and evaluates work quality, efficiency, and productivity. Ensures that completed work is of the highest quality. Provides suggestions for improved service delivery and commercial portfolio management. Seeks new methods to accomplish departmental tasks. b. Tracks workflow. Ensures that deadlines are kept, and records and loan documentation are complete and accurate. Oversees the compilation of monthly Department reports. c. Coordinates, schedules, and directs Department activities. d. Ensures all staff are properly trained and have all tools (knowledge, software, etc.) to properly complete their jobs. e. Ensures the integrity and accuracy of all loan and account documents. f. Ensures department is utilizing software technologies available to their fullest extent. 3. Monitors and reports on the effective performance of Commercial Lending functions. a. Underwrite loan and approve loans within the guidelines of your lending authority. Properly complete credit memorandum for loans requiring Credit Committee or Board approval. b. Ensure all annual reviews are done on time and each loan is classified correctly. c. Work with Asset Quality Department to reach a successful outcome on delinquent loans. 4. Effectively supervises the Department’s credit personnel, ensuring optimal performance. a. Provides leadership to Department personnel through effective objective setting, delegation, and communication. Conducts regular staff meetings and informs personnel of policy and procedural changes. Discusses areas needing improvement and encourages employee suggestions and ideas. b. Ensures that personnel are well trained, effective, and optimally utilized. Identifies training needs and develops appropriate training programs. Conducts training sessions and cross-trains as appropriate. c. Ensures that staffing levels are adequate. Participates with interviews, hires, and assignment of personnel. d. Assists the VP of Commercial Lending with performance appraisals as required and establishing goals. Formulates and implements corrective actions as needed. Assists with ensuring job descriptions are current. e. Assists and supports department personnel as needed. 5. Assists in the responsibility for ensuring that professional commercial relations exist with members and business professionals. a. Represents the Credit Union in contacts with business professionals and borrowers. b. Ensures that requests, questions, and problems are courteously and professionally resolved. c. Ensures that borrowers are appropriately informed of Credit Union services, programs, and policies. d. Ensures that the Credit Union’s professional reputation is maintained both internally and externally. 6. Assists in the responsibility for establishing and maintaining effective communication and coordination with Credit Union personnel and with management. a. Assists and serves branches and related departments as needed. b. Keeps the Vice President of Lending informed of area activities and of any significant problems. c. Completes reports, records, and other documentation as required. d. Attends and participates in meetings and committees as required. Serves as a member of the Credit Committee and ALCO. 7. Assumes responsibility for related duties as required or assigned. a. Stays abreast of changes in the commercial services field. b. Completes special projects as assigned. c. Ensures that work area is clean, secure, and well maintained.

PERFORMANCE MEASUREMENTS 1.
Department functions are effectively and efficiently completed in accordance with established Credit Union policies, procedures, standards, and related program and legal requirements. Safe and sound lending practices are maintained. 2. Service and quality goals are met. Suggestions for improved service are developed and implemented. The integrity of the loan portfolio is maintained. 3. Department policies and procedures are regularly reviewed and modified as needed. Appropriate Departmental and employee goals are formulated. 4. Loan documents, account records, and related files are complete, accurate, and timely. 5. Department personnel are well trained, effective, efficiently utilized, and well supervised. Assistance is provided as needed. 6. Professional business relations exist with members and external business contacts. Questions and problems are promptly and courteously resolved. Assistance is provided as needed. 7. Effective working relations exist with Credit Union personnel and with management. Assistance is provided as needed. Management is appropriately informed.
EDUCATION/CERTIFICATION
College degree in business, finance, or a related field; or equivalent experience.
REQUIRED KNOWLEDGE
Thorough understanding of income property and construction lending. Complete knowledge of commercial lending requirements, and documentation. Understanding of collections procedures and related legal actions. Familiarity with property management. Understanding of Real Estate Appraisal techniques (commercial) and title issues. Thorough understanding of loan documentation and closing.
EXPERIENCE REQUIRED
Minimum of five years of related lending experience. Supervisory experience very helpful. Experience handling problem loans and loan workouts. Experience with the foreclosure process and related litigation.
SKILLS/ABILITIES
Strong leadership and supervisory skills. Excellent financial analysis abilities. Solid communication and negotiation abilities. Strong public relations skills. Able to use all related computer applications and business machines.
POSITION PURPOSE
To excel in the tasks specific to this essential role, as well as participate and help develop our WCCU Cares culture. This position is responsible for assisting the VP of Commercial Lending with planning, organizing, scheduling, and directing the activities of the Commercial Lending Department. Oversees all commercial services functions including loan requests and processing. Oversees and monitors the commercial loan portfolio. Receives, reviews, and evaluates commercial loan applications for loan approval either under individual loan authority or with Credit Committee and/or Board approval. Participates in the development and implementation of departmental policies and procedures and suggest modifications as needed. Ensures that commercial loan service activities are conducted in accordance with established standards and regulations. Trains, coordinates, supervises, and appraises department personnel. Ensures that commercial loan services are delivered professionally and efficiently.
