Department of Public Works, Property & EngineeringDuties:

Appointed by and serving at the will of the Board of County Commissioners, the Department Head is accountable for overseeing the planning and administration of capital projects relating to County-owned or controlled facilities, including buildings, roads, bridges, dams, and other infrastructure. Responsible for the planning, design, permitting, bidding, construction management, and inspection of approximately $20 million of public projects annually. Ensures compliance with all County policies, procedures, and Local, State and Federal regulatory requirements applicable to the work. Functions in a senior management capacity in construction and engineering and is responsible for directing the safety, efficiency, and effectiveness of projects within a budget. Works with considerable independence and decision-making authority while performing the assigned duties.

Essential Functions:

Plans, organizes, leads, and directs the overall operations of the department. Develops and implements plans and objectives for the department in a safe and effective manner.

Coordinates, establishes, and maintains cooperative working relationships with Local, State, and Federal officials, public officials, County administration, residents, and contractors. Assesses and reports on progress on projects. Coordinates and executes plans for the effective utilization of available funds, personnel, equipment, materials, and supplies to maintain county infrastructure in a safe and efficient manner.

Prepares and monitors operating budgets for areas of responsibility; maintains records and reports as required. Familiarity with State and Federal public bid, grants, and purchasing requirements.

Responsible for construction management, inspection, and closeout of all projects. Supervises and evaluates assigned staff, addresses employee and Union concerns and problems, counsels, disciplines and completes performance reviews; conducts interviews and makes hiring recommendations.

Requirements:
Note:

Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience.

Ten (10) years of experience in the development, administration and implementation of public works or other similar construction/maintenance programs, including responsibility for budgeting and supervision, four (4) years of which shall have included management responsibilities OR Possession of a bachelor’s degree from an accredited college or university; and six (6) years of the above-mentioned professional experience, four (4) years of which shall have included management responsibilities OR Possession of a master’s degree in Business Administration, Public Administration, Industrial Management, Industrial Engineering, Management Science, or in a program related to the organization, operation, administration, and control of private or public organizations; and five (5) years of the above-mentioned professional experience, four (4) years of which shall have included management responsibilities.

Certified Public Works Manager certificate preferred.

License:

Appointees will be required to possess a drivers license valid in New Jersey.

Hours:

Regular business hours are Monday through Friday, 7:30 AM 3:30 PM. This position, however, requires significant work beyond a typical shift. Evening hours are required for emergent situations, Commissioner meetings, and other relevant events.
