DESCRIPTION
Job Summary Performs technical, detailed, and specialized work investigating complaints, conducting research and inspections, making reports, and performing proactive patrols for violations and non-compliance with local, state, and federal codes, ordinances, and regulations; prepares and prosecutes cases in court and quasi-judicial boards based on area of assignment. Essential Functions
- Responsible for providing customer service-based education to homeowners, businesses, and contractors while applying the various aspects of contract compliance.
- Performs specialized tasks as assigned relating to management and enforcement of garbage collection contract, ensuring haulers, containers, and services comply with all County codes and ordinances.
- Interprets, applies, and enforces the provisions of specifications, standards, policies and procedures; initiates any actions necessary to correct deviations or violations; provides information and technical assistance concerning service levels, programs, hazardous waste management, waste disposal procedures, site development plans, or other issues; meets with and discusses problem areas with property owners, contractors, developers, and the public; and recommends solutions to problems.
- Coordinates environmental activities relating to Solid waste programs and services
- Performs inspections of self-hauling vehicles; reviews self-hauler transportation certificates and required documents; and notifies certificate-holders of expiration.
- Writes/drafts amendments; assists with the development of environmental amendments, policies, and procedures.
- Prepares inspection reports, non-compliance reports, violation notices, and other records; submits required reports to regulatory agencies or other individuals.
- Provides solid & hazardous waste (including HHW recycling and waste reduction) on-site service and public outreach, information and education via the creation and dissemination of literature, websites, a hotline, special events, customer surveys, PSAs, and advertising/marketing campaigns. Provides updates to the divisional page of the County website relating to HHW.
- Assists with the coordination of County solid waste, recycling, and hazardous waste events and presentations. Minimum Qualifications
- High school diploma or GED required; college degree preferred.
- One (1) year of related experience.
- Fingerprinting required.
LICENSES/CERTIFICATES
- Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in
CMA 5805.
- Must obtain FEMA and NIMS certifications as required.
- Must obtain and maintain state certification as a Code Enforcement Investigator by successful completion of Level I FACE Certification within 18 months of hire.
