REPORTS TO
Assigning Administrator, Exceptional Student Education
QUALIFICATIONS
- Master’s degree from an accredited college or university.
- State Certification in Exceptional Student Education or an equivalent as defined by the Florida Department of Education.
- Three (3) years of related professional experience.
- Demonstrated knowledge of curriculum, instruction, and assessment of Florida Standards and Access Standards, professional development, behavioral interventions, management strategies, instructional strategies, IDEA, and ESEA.
- Must show evidence of a working knowledge of the principles of quality management and referral, evaluation, and placement process, and commit to begin District training in quality management within the first month of employment.
PREFERRED
IDEA Team Leader :
ESE experience and/or high school experience, familiarity with compliance processes and procedures, and understanding of relevant regulations.
- ESE Curriculum (High School): Experience with aligning curriculum, instruction, and assessment for State diploma options and Florida and Access Standards at various levels. Knowledge of high school curriculum, graduation requirements, and waivers. Knowledge or experience with eligibility and Federal and State required accommodations.
ESE Compliance:
Expertise in State/Federal legal requirements and conflict resolution. Demonstrated knowledge of IDEA laws and regulations.
ESE Specialized Services :
Experience and expertise in ESE Exceptionalities and related IEP services and meetings. Experience with the Matrix of Services required for selected students with exceptionalities.

MAJOR FUNCTION
Exceptional Student Education (ESE) Specialists will be (but not limited to):
- Responsible for providing support to families, teachers, and staff to ensure that students with disabilities demonstrate increased participation and performance in the standard or Access curriculum, statewide assessments, and accountability systems.
- Assisting the school in demonstrating full and satisfactory implementation of the Individuals with Disabilities Education Act (IDEA) and in implementing the requirements of the Elementary and Secondary Education Act (ESEA).
- Providing leadership in the development and implementation of the ESE Strategic Plan that is aligned with the District Strategic Plan.
- Accountable for the implementation of Department of Education grants, such as the Florida Inclusion Network (FIN), etc.
- Monitors accurate reporting of students during FTE survey week(s).
- Performs other related duties as required.
- Effectively communicates both written and oral.
- Ability to prioritize and organize as necessary.
ESSENTIAL RESPONSIBILITIES
IDEA Team Leader/ESE Curriculum (High School)/ESE Compliance/ESE Specialized Services
- Serves as a member of the Leadership Team.
- Allocates resources, e.g. personnel and budget, to align with the implementation of the ESE Strategic Plan.
- Provides recommendations for ESE staffing model and service delivery.
- Collaborates with previous schools and community agencies involved in the education of students with disabilities and those who are gifted.
- Assists the school and parents/guardians with responses to complaint procedures, including informal parent complaints, formal state or federal complaints, mediation, and due process hearings.
- Assists the school in the decision-making process required for determining accommodations for students with disabilities participating in standard assessments.
- Supports the school in the alternative assessment process.
- Assists the school in implementing all processes required for the FTE survey week(s).
- Systematically assist the school staff in monitoring the achievement of students with disabilities and the school’s satisfactory implementation of IDEA and Elementary and Secondary Education Act (ESEA).
- Collaborates with M-DCPS and the Department of Education, including grant staff, on the implementation of supplemental services.
- Serves as a specific program representative to M-DCPS or the Department of Education.
- May be responsible for developing and monitoring project budgets.
- Conducts formal and informal needs assessments with stakeholder groups, including principals, special education (ESE) and general education teachers, related service providers, parents, and community members.
- Ensures the implementation of services and completion of consultation, collaboration, and speech and language services logs.
- Uses needs assessment results to identify customer requirements and incorporate them into the ESE Strategic Plan.
- Assesses customer satisfaction and plans for improvements.
- Plans, conducts, and/or facilitates professional development for school-based and district personnel, parents, and community members involved in the education of students with disabilities and evaluates the effectiveness of these efforts.
- Participates in training and development provided by M-DCPS.
- Communicates procedures to all school personnel, including Procedural Safeguards and referral, eligibility, and IEP processes.
- Provides direction to the school in aligning curriculum, instruction, and assessment for both standard and Access curriculum students.
- Provides recommendations for ESE curriculum and supplemental instructional materials.
- Provides support to schools in developing appropriate service delivery models for students with disabilities.
- Implements processes and procedures to monitor the achievement of students with disabilities.
- Maintains accurate records and necessary reports to ensure the efficient operation of the school and compliance with Federal, State, and local requirements.
- Provides leadership in the development and implementation of the ESE Strategic Plan that is aligned with the District Strategic Plan and the State Performance Plan.
- Collaborates with other departments, building administrators, and school staff to ensure the alignment of curriculum, instruction, and assessment, thereby supporting the highest student achievement for students with disabilities.
- Assesses customer satisfaction and plans for improvements.
- Assists the school in the decision-making process required for determining accommodations for students with disabilities participating in standard assessments.
- Supports schools in the alternative assessment process, IDEA, and compliance.
- Conducts formal and informal needs assessments with stakeholder groups, including principals, ESE and general education teachers, related service providers, parents, and community members.
- Uses needs assessment results to identify customer requirements and incorporate them into the ESE Strategic Plan.
- Lifts objects weighing up to 40 pounds.
- Stoops, bends, and stands for more than two hours at a time.
- Pushes or pulls carts or other such objects.
TERMS OF EMPLOYMENT
- Salary and benefits shall be paid competitively with the district’s approved compensation plan.
- Stellar Leadership Academy establishes the length of the work year and hours of employment.
- Performance of the job will be evaluated in accordance with the provisions and approved evaluation system of the Stellar Leadership Academy charter school.
