Job Description The City of Raleigh Parks Department is seeking a passionate permanent part-time e-learning designer to join our dynamic team. In this role, you’ll design and develop engaging learning content that enhances the professional development of over 2,000 employees across the department, helping to create an informed, educated, and engaged workforce. As a Learning Designer, you will be responsible for content creation, user experience design and developing learning assessments and evaluations.

About You:

We’re looking for someone who is passionate about learning design and dedicated to creating user-friendly, engaging learning experiences. The ideal candidate has strong instructional design, multimedia and visual design expertise with proficiency in project management. A successful candidate in this role also consistently showcases clear communication, both verbally and written and has a focus on user engagement, ease of navigation and clear instructional flow in learning environments.

Duties and Responsibilities Collaborates with subject matter experts across departments to gather information and design interactive, measurable learning experiences using storyboards and clear learning objectives
Creates innovative e-learning courses that utilize cutting-edge technologies, authoring tools, and multimedia to engage learners
Transitions traditional learning methods (like newsletters and emails) to more dynamic formats such as videos, micro-learning modules, and future technologies
Develops clear, concise documentation, including job aids, training materials, and departmental guides
Effectively collaborates with IT, other departments, and external vendors to design and implement innovative learning solutions

Typical Qualifications Education and Experience:

High School Diploma or GED and four years of related experience OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Preferred Qualifications:

Instructional Design or Learning Technologies certification or academic degree
Working experience in fields of study including Communication and/or Education Experience with authoring tools (e.g., Articulate 360, Adobe Captivate, or iSpring)

Additional Information Knowledge, Skills and Abilities:

Working independently and remotely
Strong verbal and written communication skills, with the ability to present ideas clearly and solve problems effectively
Collaborative mindset with the ability to work well with colleagues and staff in a results-driven, team-oriented environment
Proficiency in Microsoft Office Suite (Teams, Word, PowerPoint, SharePoint)

Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.

Heavy Work:

Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently and/or up to 20 pounds of force constantly to move objects.

Working Conditions:

Work is performed in both the field and in an indoor office environment with frequent exposure to hazardous physical conditions (such as mechanical parts, electrical currents, vibration, etc.); frequent exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); frequent exposure to hazardous materials (such as chemicals, blood and other body fluids); frequent exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); and moderate exposure to extreme temperatures, movement restrictions, intense noise and travel.
