Labor Education Specialist Albany, NY CSEA is looking for aLabor Education Specialist.

Starting salary is:

$66,985 pursuant tothe rules of a collective bargaining agreement) Under the directsupervision of the Director of Education and LeadershipDevelopment, this position designs, develops and implementseducation and training programs that meet the stated needs ofofficers, stewards and members in Regions, Locals and Units. LaborEducation Specialists are considered to be part of the fieldservices available to the regions, locals and units and as such,are viewed as professional staff members who are responsible forstatewide workshops and meetings, regional education committeemeetings and regional events on an as needed basis.

ESSENTIAL JOBFUNCTIONS

The Labor Education Specialist is responsible for thefollowing duties, including but not limited to: Knowing how adultsacquire and use knowledge, skills and attitudes; understandingindividual differences in learning. Selecting and using audiovisual hardware and software and ability to use computerstechnology. Identifying the knowledge and skill requirements ofofficers, stewards, grievance representatives and members. Planningand coordinating logistics in an efficient and cost-effectivemanner. Able to accept responsibility for facility planning andcoordination with regional and local representatives. Responsiblefor all areas of participant materials production and distribution.

Communicating opinions, observations and conclusions with theDirector, professional and support staff and the membership suchthat they are understood both in a written and verbal format.

Knowing key concepts and variables that define public and privatesector labor relations, including the NLRB, Taylor Law, collectivebargaining, contract administration and the duty of fairrepresentation. Recognizing, exploring and using a broad range ofideas and practices from all sources. Thinking logically andcreatively without undo influence from personal bias. Gatheringinformation from printed and other recorded sources. Identifyingand using information specialists and reference services. Able towork independently in producing education materials. Developingpractical frameworks which explain complex ideas in understandableand usable ways. Presenting information to large and small groupsusing appropriate formats and materials. Knowing and using thetechniques and methods used in training and understanding theirappropriate uses, including the development of needs assessmentsand other instruments that measure needs, interests and/orperformance. Preparing written material which follows generallyaccepted rules of style and form and is appropriate for theaudience, creative and accomplishes its intended purpose. Travelingextensively (on weekdays and weekends) throughout New York State toaccomplish these responsibilities and other duties as may berequired by the Department. Able to produce timely and accuratematerials. Serving as a back-up to other Department staff, duringcritical work periods or in covering planned activities of theDepartment. Performing other responsibilities/duties as requiredthat pertain to the education and training of the leadership andactivists of

CSEA. MINIMUM QUALIFICATIONS

Bachelors Degree from anaccredited college or university in human resources, laborrelations, political science, public administration or otherrelated field as determined by CSEA, Inc., and a minimum ofeighteen months of acceptable full-time experience in providingdirect labor relations service, preferably in education andtraining, in a unionized environment OR Associates degree in humanresources, labor relations, political science, publicadministration or related field as determined by CSEA, Inc., and aminimum of three and a half years of acceptable full-timeexperience in providing direct labor relations service, preferablyin education and training, in a unionized environment. OR Highschool diploma or equivalent and a minimum of five years ofacceptable full-time experience in providing direct labor relationsservice, preferably in education and training, in a unionizedenvironment. Experience in adult education is especially desirable.

Certificate of Study in Labor Relations from an accredited collegeor university may be substituted, at the discretion of theemployer, for some amount of acceptable full-time experience in aunionized environment. OR A satisfactory equivalent combination ofappropriate training and experience as determined by CSEA.Promotion to the Grade 18 position is based upon successfulcompletion of two years of satisfactory performance as a Grade 15as determined by the Director of Education and Training. Promotionto the Grade 20 position is based upon successful completion of twoyears of satisfactory performance as a Grade 18 as determined bythe Director of Education and Training.

Candidates mustpossess and maintain a valid New York State Driver’s License andpersonal vehicle for business use in order to be appointed andcontinue in the position.
